IN ADDITION TO THE RTI AND THE RTS ACT ADJUDICATION (TIME BOUND) AND SPECIFIC WORK THE GENERAL CORRESPONDENCE MADE IN THE MINISTRIES/DEPARTMENTS TOO REQUIRES EFFICIENCY IN ADMINISTRATION FOR REDUCING THE DELAYS

Effective implementation of Government policies and programmes largely depends upon efficient and speedy disposal of the work. It is thus essential that there is promptness and efficiency in the disposal of routine work at all levels of the public authorities and delays are checked. The supervisory officers are required to check delays in disposal of work at every step and ensure efficiency of administration. It is preferable to encourage and implement computerisation of activities which help monitor disposal of the papers. As such the supervisory officers are thus required to ensure that:-- (1) All references and cases received in the sections under their charge are submitted and finally disposed off efficiently and within the maximum time limits indicated as per the time allowed for disposal at the level of the section in charge and the branch officers. (2) Public grievances are redressed with utmost promptness. The branch officers and the middle level officers should assist the decision making authorities by monitoring action. Interacting with other Departments, Directorates and field officers for ensuring timely action on all grievances and prompt and proper disposal of complaints. PUBLIC AUTHORITIES ARE NOT TAKING COGNISANCE OF THE ANNUAL REPORTS AND STATE INFORMATION COMMISSION FAILED TO FOLLOW COMPLIANCE OF SECTION 25 OF THE RTI ACT, 2005

It is brought to the notice of all members and volunteers taking cognisance of the RTI Act, 2005 that Section 25 of the Right to information Act, 2005 provides to prepare a report on the implementation of the provisions of the Act each year, which the State information Commission would lay before the Vidhan Sabha and members of the legislative Assembly for consideration of the work and conduct of the public authorities, doing needful under law code manual prefixed by the parliamentary democracy of India, in this behalf. Each Ministry/Department is responsible to ensure that necessary information in relation to preparation of the Report is sent to the State information Commission by all public authorities with in its jurisdiction in time and the SIC has to develop a web-based system through which the public authorities may upload the Annual Return on the website of the Commission direct. The software developed by the Commission is known as the RTI annual report Information system which is accessible on the website and the information has to be posted on quarterly basis. CENTRALLY SPONSORED SCHEME ON IMPROVING TRANSPARENCY AND ACCOUNTABILITY IN GOVERNMENT THROUGH EFFECTIVE IMPLEMENTATION OF RIGHT TO INFORMATION ACT, COMPONENT FOR ASSISTANCE SOUGHT

Friends, It is difficult to follow centrally sponsored Scheme on improving Transparency and Accountability in Government through effective implementation of Right to Information Act, in the present situation and circumstances of the codal formalities where in details of component for which assistance sought is related to the institution ie SIC/ATI /CTI with particulars asked by the Secretary in the case of the SIC as per GI, DoP&T memo number F. No. 1/6/2012 -IR dated 2-7-2015 . In addition to other codal formalities detail of proposed activities, timelines, details of estimates of expenditures activity wise and total amount of grant required is also verified by the Secretary in the case of SIC and it is certified that (1) All funds released under the centrally sponsored schemes on Strengthening capacity building and awareness generation for the effective implementation of the RTI Act and improving transparency and accountability in Government through effective implementation of RTI Act in the previous years have been fully utilized for the purpose for which they were released and utilization certificates have been submitted along with statement of physical achievement. (2) Once the estimates of expenditure are approved as reasonable and the grant assessed on the basis of these estimates, they shall not be modified by the institution without prior approval of the sanctioning authority of the grant. Keeping in view the above codal formalities said application would be entertained by the Government corridor from where applicant may process his appeals and applications for the information under law code manual, as such it is difficult to obtain such approvals from the Government/SIC , as working and fighting for the right cause of demand under public utility and service for the good governance and accountability and challenging the things before the institutional mechanism, where it may conduct audit of such financial assistance required for hand holding and based on their proposals, more so, it would be desirable that such guidelines are adopted by the state Governments as well DoP&T would grant funds under this scheme as follows:-- (1) If any state Government is willing to implement these guidelines in their respective public authorities, ATIs can do the necessary hand holding of the PAs. Proposals are invited from ATIs in this regard and financial assistance required for such hand holding shall be provided to the ATIs based on their proposals. (11) ATIs can also conduct audit of suo motu disclosure of public authorities in their respective states either themselves or through an NGO /agency.Funds would be granted to ATIs to conduct such audit based on their proposals. COMPUTEISATION OF RECORDS, , SUO MOTU DISCLOSURE BY THE PUBLIC AUTHORITIES UNDER SECTION 4(1) (b) OF THE RTI ACT

Public authorities are the repository of information which the citizens have a right to access under the Right to information Act, 2005 The Act casts important obligations on public authorities so as to facilitate the citizens of the country to access the information held under their control. (2) As for proper management of record is concerned, it is of utmost importance for the effective implementation of the provision of the Act, A public authority should therefore, maintain all its records properly. It should ensure that the records are duly catalogued and indexed in such a manner and form that it may facilitate the right to information. (3) Suo motu disclosure:-- Every public authority should provide as much information suo motu to the public through various means of communications, so that the public have minimum need to use the Act to obtain information. Internet being one of the most effective means of communication, the information may be posted on the website (4) Section 4(1) (b) of the Act, in particular requires every public authority to publish following sixteen categories of information:---(a) the particulars of its organization, functions and duties;(b) the powers and duties of its officers;(c) the procedure followed in the decision-making process, including channels of supervision and accountability;(d) the norms set by it for the discharge of its functions;(e) the rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;(f) a statement of the categories of documents that are held by it or under its control;(g) the particulars of any arrangement that exists for consultation with, or representation by, the members of the public in relation to the formulation of its policy or implementation thereof;((h) a statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;((i) directory of its officers and employee;(j) the monthly remuneration received by each of its officers and employees including the system of compensation as provided in its regulations;(k) the budget allocated to each of its agency, indicating the particulars of all plans, proposed expenditure and reports on disbursements made;(l) the manner of execution of subsidy programmes, including the amounts allocated and the details of beneficiaries of such programmes;(m) particulars of recipients of concessions, permits or authorisations granted by it;(n) details in respect of the informations, available or to held by it, reduced in an electronic form;(o) the particulars of facilities available to citizens for obtaining information, including the working hours of a library or reading room, if maintained for public use ;(p) the names, designations and other particulars of the public information officers (B) Besides the categories of information enumerated above, the Government has issued guidelines that the following categories of information may be published by the public authorities:-- (1) Information relating to procurement (2) public private partnerships (3) Transfer policy and transfer orders (4) RTI applications (5) CAG&PAC paras (6) Citizens charter (7) Discretionary and Non discretionary grants (8) Foreign tours of PM /Ministers and senior officers. (C) In addition, the Government may prescribe other categories of information to be published by any public authority. METHOD OF SEEKING INFORMATION FROM THE CONCERNED PUBLIC AUTHORITY

A citizen, who desires to obtain any information under the Act, should make an application to the public information officer of the concerned public authority in writing in English or Hindi or in the official language of the area in which the application is made. The application should be precise and specific. He should make payment of application fee at the time of submitting the application as prescribed in the RTI rules, 2012 . The applicant can send the application by post or through electronic means or can deliver it personally in the office of the public authority. The application can also be sent through an Assistant public information officer. The applicant should make application to the public information officer of the concerned public authority. He should make all efforts to ascertain as to which the public authority is concerned with the information. SEVA -DAL WORKERS OF MATA KHABRI DEVI TEMPLE WORKED FOR THE IMPROVEMENT OF WIDTH OF ROAD CARRIAGE WAY NEAR KATHUIN CHOWK AND SHRI RAVI DASS TEMPLE EXISTING ON THE GTB ROAD

IRC:65 recommend that the minimum width of carriage way of road be at least 5 metres with necessary widening to account for the curvature of the road, as such a radius of 25 metres to 35 metres for design speed of 40 km /hour and 15 metres to 25 metres for design speed of 30 km /hr for radius at entry is compulsory and the radius of the exit curve is recommended to be 1.5 to 2 times the radius on entry, so that buses and trucks should be able to take a right turn at these curves at the design speed mentioned above for the design of traffic on the particular roads. Circular shape is the most economical and is suitable where all the roads carry nearly equal volumes of traffic and intersect at nearly equal angles. Elongated shape is adopted at intersections where the cross traffic is small and the elongation should be in the greater flow of traffic and not less than 15 metres. Keeping in view the above guidelines of the IRC :65 entry and exit width of carriage way while found necessary, it is becoming necessary in the hilly roads that the buses of the road side should be removed for maintaining the clear carriage at the straight portions and also at the curves as per the provision made by the IRC guidelines. TWO YEARS OF PROBATION HAS BEEN CONSIDERED MAXIMUM PERIOD OF AN EMPLOYEE'S POTENTIALITIES FOR A HIGHER SERVICE, THEREFORE, THOSE PROMOTED AS WELL AS THE FRESH ENTRANTS TO A SERVICE SHOULD BE KEPT ON PROBATION

After formal selection for a post and before confirmation there in there should be specified period of probation during which the work of the officer could be carefully watched, and his suitability for confirmation decided on the basis. As for the categories of officers to be kept on probation is concerned, here in since performance in a lower service can only indicate an employees potential for a higher service, it is necessary that his suitability should be judged before he is confirmed in the higher service, Therefore, those promoted as well as the fresh entrants to a service should be kept on probation. The controlling authority may, however, have the discretion to count any period of successful officiation in the service as probationary period. It would be desirable to have uniformity as regards the period of probation in different services, and the period of probation should normally be two years. But where there are any special reasons for prescribing a longer or shorter period a suitable period may be fixed in consultation with the Department of Personnel and the Administrative reforms. While the normal probation may be extended in suitable cases, it is not desirable that an employee should be kept on probation for years as happens occasionally at present. Therefore save the exceptional reasons, probation should not be extended for more than a year and no employee should be kept on probation for more than double the normal period. The right to information Act, 2005 has been empowered to the citizens of our Country for setting out the practical regime of right to information for citizens to secure access to information under the control of the public authorities, in order to promote transparency and accountability in the working of every public authority. Where as democracy requires an informed citizenry and transparency of information which are vital to it's functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed and whereas revelation of information in actual practice is likely to conflict with other public interests including other efficient operations of the Governments, optimum use of limited fiscal resources and the preservation of confidentiality of sensitive information so it is necessary to harmonize these conflicting interests while preserving the paramountcy of the democratic ideal. FAA SHOULD SEE THE COMPLIANCE OF ORDER IN APPEAL NUMBER 12/2023 DATED 30-1-2024 OR REFER CASE FILE FOR INTERVENTION OF HIGHER AUTHORITY,MORE OVER REGISTRAR (HZ) HPPWD, HAMIRPUR ALSO RESPONSIBLE TO BRING IT TO THE NOTICE OF COMMANDING OFFICER, INSTEAD OF RETURN BACK TO APPELLANT

It is a matter of fact and concern to be noticed by the department of Administrative reforms organization and the HPPWD where order issued by the FAA is ignored by the PIO cum Engineer officer 10th Circle HPPWD Bilaspur and the Complaint made before the Honourable Chief Minister for taking disciplinary action against the defaulters so referred through the Head of department and the Superintending Engineer (works) vide number 6899-6900 dated 18-12-2024 again and again returned back to applicant by the Registrar HZ Hamirpur and now aain referred vide number4869dated 19-7-2025 is proof and evidence on the records but there is no review by the higher office and commanding officer of the department of Public Works , so explained under law code manual prefixed by the RTI Act, 2005 under section 19(6) of the RTI Act as below:-- "It has also pointed out that some of the Ministries)/ Departments have appointed very junior officers as Appellate Authorities who are not in a position to enforce their orders. The Act provides that the First Appellate Authority would be an officer Senior in rank to the PIO /CPIO Thus, the Appellate Authority as per provisions of the Act, would be an officer in a commanding position vis-a-vis the PIO/CPIO. Nevertheless, if, in any case, the PIO /CPIO doesn't implement the order passed by the Appellate Authority and the Appellate authority feels that intervention of higher authority is required to get his order implemented, he should bring the matter to the notice of the officer in the public Authority competent to take action against the PIO/CPIO.Such competent officer shall take necessary action so as to ensure implementation of the provisions of the RTI Act, 2005 issued by DoP&T memo number 10/23/2017-IR dated 9-7-2007.So keeping in view the above conclusion made by the Department of Personnel and training there is no reason to return back the said Complaint to applicant rather than to enquire into the matter from the FAA cum Superintending Engineer HPPWD Bilaspur for which the Registrar HZ HPPWD Hamirpur is responsible to do needful under law code manual prefixed by the above references of the department of personnel and training in this behalf as such and more over Deciding Appeals under the RTI Act is a quasi judicial function. It is therefore necessary that the Appellate Authority should see to it that the justice is not only done, but it should also appear to have been done. NATIONAL HIGHWAY AUTHORITY OF INDIA MUST FOLLOW CODE FOR CONSIDERATION, WHILE CUTTING THE HILLS REQUIRED FOR THE EXTRA WIDTH OF THE FOUR-LANE HIGHWAYS, IN STATE OF HIMACHAL PRADESH

State Government of Himachal Pradesh has blamed the National Highway Authority of India with the charges and the manner in which said authority is increasing the existing road width to four lane standard and taking no cognisance of the slope for cutting required on the basis of classification of the soils and is a major concern of the hill cutting performance, made vertical and said unscientific feature of the vertical profile which may collapse and slide during the rains if the soil is poor in strength and not in position to maintain the required stability as per heights of the cutting fragile slopes maintained for the future course of re-evaluation of the design and scope of the cutting and consequently filling made on the valley side of the road width, where it is also necessary to protect the hill side and the valley side by way of providing the breast walls and the retaining walls, as the case may be. It is particularly mentioned here that on the four lane road infrastructure near the Ghumarwin town and bridge crossing for Shah Talai road and Hamirpur the department of public Works and the HPSEB Limited time and again requesting and writing to the National highway authority of India for protecting their office complex near the bridge site and do needful under code for consideration as such the PWD store building and the Office of the Executive Engineer HPSEB Limited Ghumarwin facing a threat for sliding , because of the vertical hill cutting profile maintained at that place of the building infrastructure of the department of HPPWD and the department of the HPSEB Limited, but yet no such arrangements have been made by the National highway authority of India, even today it is seen there at the site of said building infrastructure that foot path steps made by the office and the authorities using this way of the office and residential complex have collapsed during the rains and now it is becoming difficult for the common man to take opportunity of this short cut path and approach made for the use of general public coming and going to villages and the official areas maintained further for the police department, and other departments like Agriculture and the horticulture as well as other concerned residing in said locality of the village Baddu. Keeping in view the above situation and position of the foot path steps, it is very clear that the National highway authority of India must protect the foot paths and approach roads so bifurcated from the four lane highways right from Kiratpur to Manali and also on the Shimla Hamirpur under construction for the Kangra valley. The top layer of the ground that supports vegetation is called soil or the top soil and the undisturbed strata lying immediately below the natural top soil is termed sub-soil. Soils contain three components, viz, air, water and solids. The solids are a mixture of mineral matters with particles differing in size, shape and structure and varying in chemical composition. There are six main soil types ie Gravels, sands, silts, clays, fine grained organic soils and peat. In view of the wide diversity of soil types they have been classified into groups or classes according to their particles size and cohesive properties. Clays, shales and silts are classified as cohesive soils (true silt has little cohesion) Sands and gravels are classified as non -cohesive or cohesionless soils as they possess no plasticity and tend to lack cohesion specially when in the dry state. The useful life of a road depends upon, the type of construction of road structure, intensity and nature of traffic, bearing capacity of the soil, climatic conditions and the maintenance. The sub-grade or formation and the pavement are the structural elements and the base may be surfaced either with a concrete or a bituminous surfacing. The surface of the natural ground, in its final shape after completion of earthwork on which the entire road structure rests, fails the performance of the whole road if it is not able to resist the after affects of both traffic and the weather. The base course is the major structural component of a road and is composed of stone aggregate well consolidated. The main consideration of a base are, its thickness, stability under traffic loads and resistance to weathering. The stability of the base depends upon its thickness and the thickness of the base construction is mainly a function of the strength of the sub grade and maximum wheel loads that are anticipated with the intensity of traffic. Good drainage system is required to protect the base of the road surface combined with the pavement. It must be realised that it is the sub grade which really carries the weight of the vehicles and that the function of the road surface (road structure) is merely to distribute that weight over a large area. If the sub grade is composed of unsuitable material, or if water has access to it, the earth underneath will move and the road surface will fail. As such the character of the sub grade has a great effect upon the stability of a road surface therefore a study of the soil structure is a very important factor. In hilly areas the land slides of the hill side of roads must have appropriate slope for the protection of land slides during the heavy rains which may obstruct the vehicular traffic during the rainy season , if proper slopes of cutting are not maintained . Sub soil drainage and moisture control may increase the strength of the sub soil. THE DESIGN OF A PAVEMENT IS GOVERNED BY THE TRAFFIC DENSITY, WHERE ROAD CAPACITY SHOULD BE DESIGNED AS PER THE TRAFFIC COUNTS-EQUIVALENCY FACTOR FOR VEHICLES, WHICH INCLUDES COMMERCIAL VEHICLES

Central Government and the State government of Himachal Pradesh must propose four lane upgradation of state Highways on the basis of density of traffic, defined as the volume of traffic, instead of the political consideration of the upgradation of such facilities expressed on the intensity of traffic per unit width of the carriage way wherein, the land width is the total width required to accommodate roadway, berms, drains and width as exclusive of land required for borrow pits, while desirable land width includes land for borrow pits. As for as recommended land width for different class of roads is concerned the IRC standard of National and the state Highways providing said range from 30to 60 metres, and the Major District roads taking said provision from 25 to 30 metres, other district roads said to be maintained for the land width of 15 to 25 metres where as the village roads are said to be maintained with in a width of the 12 to 18 metres. Formation width is considered for carriage way plus shoulders. It is the top width of the embankment or the bottom width of the cutting exuding the side drains. In addition to this earth berms need to be provide of width 1.8 minimum on the each side of the road. The width of the carriage way for National and state Highways in case of single lane must have 3.75 metres width and for the purpose of two lane it is 7.00 metres. The carriage way of the major district roads taken 3.75 metres and other district roads it is also taken as 3.75 metres ., where as in the case of village roads the said width of the carriage way has been taken 3.00 metres. 
It is particularly mentioned here that the state Governments are also responsible to upgrade their major district roads as the state highways instead of taking their services for the maintenance of roads with class of the other district roads failing which it would be difficult to protect the based roads capacity calculation for traffic counts -equivalency factor for vehicles, considered for single lane, 3.75 m carriage way with earth shoulders, 1000 capacity, Single lane with hard shoulders 1.0 metres wide, 2500 capacity, Two lane, 7.0 metres carriage way, 10000 capacity, 5.5 metres carriage way, 5000 capacity and the four lane divided highway, 20000 to 30000 capacity. NEW RESEARCH SHOWS THAT EXISTING DAMS AROUND THE WORLD HOLD SO MUCH WATER, THEY HAVE SHIFTED EARTH'S POLES

The construction of thousands of dams on earth since, 1835 has displaced the weight of water to such an extent that earth's poles have wandered away from earth's rotational axis, a new research has revealed. Scientists found that large dams hold so much water they redistribute mass around the globe, shifting the position of earth's crust relative to the planet's middle layer, while the crust of earth is like a solid shell and according to the researchers, this can make the weight on the crust to cause relative shift in the mantle resulting in shift in the location of the earth's poles. Any movement of mass within the earth or on its surface changes the orientation of the rotation axis relative to the crust, a process termed true polar wander, the researchers wrote in the study made and published. The presence of the dams is not only the factor causing the polar wander, another study showed that dramatic ice melt due to climate change may move the poles by 27 metres by the end of this century and a 2023 study concluded that groundwater extraction between 1993 and 2010 caused a polar drift of 80 centimeters. The researchers examined the impact of 6862 dams built across the planet on earth's poles between 1835 and 2011 . The team used an already published data base of dams, which previously revealed that the volume of water held by these dams, had resulted in a 23 mm fall in global sea levels. Storing water behind dams caused earth's poles to move a total distance of 3.7 feet over the study period, the authors of the new research found, as we trap water behind dams not only does it remove water from the oceans, thus leading to a global sea level fall . The colaba observatory was operational from 1841to 1906 and is /was set in a historic location in Colaba Mumbai from where first regular observations of the geomagnetic field variations in India were carried out and brought on the data report. The department of the science and technology has inaugurated a research centre at the Indian Institute of Geomagnetic to digitise archived data from over 180 years old Colaba geomagnetic observatory in the Country the Ministry of Science and technology further confirmed for the report of IIG. The Colaba research Center will focus on digitizing the archived data sets from one of the oldest observatories in India. Continuity of the magnetic observation is maintained with the commissioning of Alibag magnetic observatory. The Colaba- Alibag combined series makes magnetic data for a period of more than 175 years. The said site consists of ancient equipment that documented geomagnetic data, registering geomagnetic storms over the years, and created a piece of the history of the scientific exploration in India. Hill roads require shoulder width for the safety of berms in case of National and state Highway (single lane) 1.25 metre each and in case of two lane 0.9 metre each the said shoulder width has been specified 0.5 metre each for Major District road and the said width will remain same for the safety of berms in other district roads and the village roads as per IRC :52 -1981and 70 -1977. It is particularly mentioned here that a number of hill roads have no protection by way of shoulders and during the rainy season all the berms are washed away because of the non existence of their shoulder width maintained for the safety of hill roads. In addition to the shoulder width it is necessary to have traffic safety by way of the road side drainage where in channel shoulder be wide and shallow and for an open ditch channel, a drain which is as wide as it is deep will be perhaps the cheapest. It is also necessary to check the sustainable flow level in ditch channel. In rock cuts the black slopes will necessarily be very steep where the drainage channel may have a narrow V -shape cross section. SUB SOIL DRAINAGE AND MOISTURE CONTROL OF THE SUB GRADE IS AN ESSENTIAL FEATURE OF THE GOOD ROAD

The useful life of a road depends upon, the type of construction of road structure, intensity and nature of traffic, bearing capacity of the soil, climatic conditions and the maintenance. The sub-grade or formation and the pavement are the structural elements and the base may be surfaced either with a concrete or a bituminous surfacing. The surface of the natural ground, in its final shape after completion of earthwork on which the entire road structure rests, fails the performance of the whole road if it is not able to resist the after affects of both traffic and the weather. The base course is the major structural component of a road and is composed of stone aggregate well consolidated. The main consideration of a base are, its thickness, stability under traffic loads and resistance to weathering. The stability of the base depends upon its thickness and the thickness of the base construction is mainly a function of the strength of the sub grade and maximum wheel loads that are anticipated with the intensity of traffic. Good drainage system is required to protect the base of the road surface combined with the pavement. It must be realised that it is the sub grade which really carries the weight of the vehicles and that the function of the road surface (road structure) is merely to distribute that weight over a large area. If the sub grade is composed of unsuitable material, or if water has access to it, the earth underneath will move and the road surface will fail. As such the character of the sub grade has a great effect upon the stability of a road surface therefore a study of the soil structure is a very important factor. In hilly areas the land slides of the hill side of roads must have appropriate slope for the protection of land slides during the heavy rains which may obstruct the vehicular traffic during the rainy season , if proper slopes of cutting are not maintained . Sub soil drainage and moisture control may increase the strength of the sub soil. As such after doing needful, I came back to home where it was told me by the family members that Shri Vijay Kumar Chandel my brother in law from Gehadwin expired today and it is necessary to join the funeral at that place of the near relative. His mother died earlier thirteen days ago and ex service man Subedar Shri Vijay Kumar chandel her son died after with in very short period was a very shocking time for the all family members and the relatives, but it is  an unavoidable crucial time for the all in family and relationship for which me along with my brothers went there on this occasion of the funeral ceremony and took part on the last presence of someone missing among we people on the occasion along with their number of villagers and family members. SAFETY OF EXISTING STRUCTURES AND CAUSES OF FAILURE OF THE FOUNDATIONS

Causes of failure of foundations may take affect because of unequal settlement of the sub -soil , so masonry should be raised uniformly over the whole area and unequal distribution of the weight of the structure on the foundation due to eccentricity of load it may abrupt change in magnitude of load or variation in ground support. Rain and sun are the main agents with the change of the seasons. Rise and fall of the sub-soil water level, increasing or decreasing the moisture content which is especially effective when the underground water is near the surface or in damp soil. Transpiration of trees and shrubs are superimposed on the seasonal conditions and the root system of isolated generally spread to a radius of greater than the height of the tree which may affect adverse. For overcoming the damaging effects of shrinkage the foundations should be taken sufficiently deep and a depth of 90 cm is necessary to avoid cracking in normal bricks from the growing trees. Safety of the existing structures may be affected by (1) Excavation in the immediate vicinity which may cause a reduction in support to the structure. (2) Mining or tunneling operations in the neighborhood (3) Adjacent structures which may impose additional loads on the foundation strata or additional stresses in earth work and supporting structures. PUBLIC INFORMATION OFFICERS REQUIRED TO STUDY THE ACT CAREFULLY AND UNDERSTAND IT'S PROVISIONS CORRECTLY, IN THE INTEREST OF JUSTICE TO APPLICANTS/ACTIVISTS/ COMMON MAN TAKING BENEFITS OF THE EMPOWERMENT

The public information officer of a public authority plays an important role in effective implementation of the provisions of the right to information Act, 2005 . At the same time he is liable for penalty in case of default in performance of duties assigned to him by the Act. It is therefore, crucial for a public information officer to study the Act carefully and understand it's 
provisions correctly. The Act provides that a public information officer may take the Assistance of any other officer for proper discharge of his/her duties. Such other officer would be deemed to be a public information officer and would be liable for contraventions of the provisions of the Act, the same way as the public information officer himself. Since the public information officer may seek the assistance of any officer, it is desirable for all the officers to acquire necessary knowledge about the provisions of the Act, which a public information officer should have. The right to information Act, 2005 empowers citizens to get information from any public authority for which the public information officer of the public authority plays a pivotal role in making the right of a citizen to information a reality. The Act casts specific duties on him and makes him liable for penalty in case of delay and dereliction of duty, so public information officer should have careful understanding of the provisions made and acquire necessary knowledge, up to the possible extent of help them in this task. At the same time central and the state governments are obliged to create awareness about the provisions of the Act. Financial assistance under this component will be provided to supplant these efforts of state Government.
