DISTRICT ADMINISTRATION CHAMBA IS RESPONSIBLE TO REMOVE DHARNA OF SHRI SOBHIA RAM, SITTING BEFORE THE DEPUTY COMMISSIONER OFFICE FOR REDRESSAL OF HIS GRIEVANCES FOR THE LAST TWO DAYS

It was reported by the RTI welfare Group Chamba zone of task force that Shri Sobia Ram a resident of Gram Panchayat Moda (Salooni block) of Chamba district is sitting on dharna before the Deputy Commissioner Office for his pending decision and FIR before the Police department but no one is ready to listen his grievances and he is sitting for the last two days. The issue is related to the selection of IRDP and Shri Dharam  Singh of area and circle misbehaved with him and beaten him to injuries during that period of the challenge of wrong doing by the Gram Sasha, working for the welfare of people of area and circle but they didn't listen to me and arbitrary they issued selection of rich person instead of BPL for which case file yet pending under CrPC, 341,323 and 34 IPC however there is no action at any level of the administration and Shri Sobia Ram preferred to sit on Dharna before the Deputy Commissioner office Chamba for his speedy justice in the matter of such implications, lying pending before the administration for action under law code manual and based on the report of the task force headed by Shri Pyar Muhammed Finance Secretary RTI welfare Association and Shri Prasant Mahajan, Shri Sudhir Kumar and Shri Roshan Lal Verma representing the organization at Chamba on behalf of the field of Right to information and transparency and accountability in the administration. After having long discussion with Shri Sobia Ram sitting on dharna before the Deputy commissioner office at Chamba, captioned subject matter deliberation brought to the notice of Additional Deputy commissioner Chamba Shri Amit Mehra for doing needful in the interest of justice and speedy justice to the applicant taking cognisance of the pendency of case and non compliance mechanism for consideration of his case file pending for the action against the defaulters. The matter has been noticed by the Chamba administration through online discussion and protection of action taken in good faith intended to be done under law code manual, where an old man and citizen of society and area sitting on dharna before the Deputy commissioner for justice, however no one is taking cognisance of his position and declarations for being heard to that nuisance by the respondents:-- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number 9459334377

IF, IN ANY CASE, THE PIO DOES NOT IMPLEMENT THE ORDER PASSED BY FAA AND THE FAA FEELS THAT INTERVENTION OF HIGHER AUTHORITY IS REQUIRED TO GET HIS ORDER IMPLEMENTED, HE SHOULD BRING THE MATTER TO THE NOTICE OF COMPETENT AUTHORITY

The First Appellate Authority has a very important role under the RTI Act, 2005.The independent and judicious examination of appeals by the First appellate Authorities would lead to higher satisfaction to the appellants. This would, in turn, result in less number of second Appeals to the information Commission. If the applicant does not receive information or decision about rejection of request or communication about payment of additional fee within the specified period, he can make an appeal to the FAA. Appeal can also be made if the applicant is aggrieved by the decision of the public information officer regarding supply of information or the quantum of fee decided by the public information officer. The applicant may prefer the first appeal within thirty days from the expiry of such period or from the receipt of such a decision of the public information officer. The first appellate authority may admit the appeal after expiry of the period of thirty days if he or she is satisfied that the appellant was prevented by sufficient cause from filing the appeal in time. A third party can also prefer an appeal to the FAA against the order of the public information officer to disclose third party information, Such an appeal shall be made within thirty days from the date of the order. While disposing of the first appeals, the FAA should act in a fair and judicious manner. It is very important that the order passed by the FAA should be a detailed and a speaking order, giving justification for the decision arrived at.
