JUSTICE DELAYED IS JUSTICE DENIED AND THE DELAY BREEDS CORRUPTION, SO TIME LINES ISSUED BY THE RTI ACT, 2005 MUST HAVE APPROPRIATE VISION AND COMPLIANCE BY THE ALL CONCERNED, RELATED TO THE OBLIGATION UNDER ACT

Democracy demands character from the public service guarantee and the public authorities working for the welfare of people of county and it is necessary to issue correct, complete and accurate information related to the applicant however it is becoming difficult to obtain the such realistic judgements on the captioned subject of demand before the public information officer, responsible for the good governance and accountability, list by way and virtue of which people and the applicants are compelled to follow FAA and the SIC or CIC, as the case may be, where the complaints against the department concerned are argued and brought on the record of the public authorities for decision making under law code manual prefixed by the Act ibid in this behalf. Further more, it is not understood, why the public information officers are reluctant to issue correct and complete information on the captioned subject of demand by the applicants , when the information is available on the record of the department but it is realised that the public information officers are forcing the applicants to go further for their demand under the RTI act adjudication, for which number of applicants never try for the Appeals before the FAA and SIC or CIC and more than fifty percent of the cases are dropped because of the non compliance at the levels of the applicants and the people leaves the idea for their fight against the corruption and to bring transparency and accountability in the administration for which the State Information Commissions are also responsible to follow delay and dereliction of duty and other misleading information provided by the information officers and disciplinary action may also be recommended against the such Public information officers however no such reports and returns are furnished by the departments and the public information officers are not generally cooperating with the information seekers and it seems that policy of the public authority and the Government is same and their is no justice in the present system of the  Right to Information and the right to public service guarantee Act empowered by the parliamentary democracy of our country and serving for the general public welfare under law code manual prefixed by the Constitution of India where in the people are taking benefits of said Act and adjudication and have trust in the good politics of our administrative reforms organisations, where this Act may be fruitful with the security of good faith in the working of the departments, responsible for the administrative reforms and to bring transparency and accountability in the administration and the public may help the administration in this behalf of the work for the eradication of corruption and bring charter of public service guarantee, as delay breeds corruption and the justice delayed is justice denied after expiry of its law of the limitations prefixed by the Constitution of India in this behalf:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377
