MAJOR BRIDGES IN THE HILL STATES OF HIMACHAL PRADESH MUST HAVE THOROUGH INVESTIGATION OF THE SUB -BASE BEFORE IT IS APPROVED FOR THE CONSTRUCTION BY THE DEPARTMENT OF PUBLIC WORKS

The bridge defects surfaced in the short period of five years is a serious concern, as mentioned in the CAG report, so developed in the Bhootnath bridge in Kullu district of Himachal pradesh and the CAG also recommending appropriate action against the said contractor, which is necessary under law code manual prefixed by the code for consideration , where all design parameters and approvals are required to verified by the competent higher authority before taking any such action against the contractor, responsibility to protect the specifications processed for the construction by way of his own design and parameters where it is necessary to follow the IRC standards of the bridge layout plan and other specifications and for which the reports of the department must have appropriate vision and certificates for the approvals related to the sub - structure of the said bridge, which has been awarded to the said contractor by the department of Public Works, list by way and virtue of which the addition and alterations made in the lay out plan of the sub structure of said bridge could not be accepted in the eyes of law code manual prefixed by the department of Public Works, ultimately responsible for the construction of bridge within the parameters and codes for constructions approved by the competent higher authority in this behalf of the time to time verification of the test results and analysis for the accurate, correctness and completion certificate for the structural design and parameters laid by the construction agencies, based on the approved design of the contractor and the department of public Works declared responsible by the CAG to further payment made against the original contract awarded for the bridge under repair and found unsatisfactory for the vehicular traffic for which it was constructed and designed by the department of the public works. The contractor may be paid on the basis of the escalation of material components and the labour enhancement charges analysed for the final review of the payments made , however it is not useful for the capacity building, required for the general traffic purposes, even repair works, so the department is responsible to have thorough investigation and verification of the design and scope of the structure, so altered from time to time, in this behalf of the completion for the vehicular traffic and failed to get successful corridor for the transportation for which it was tendered by the department of public works during, 2008 for rupees 6.65 crore with a two years duration period for the completion, thereof :-- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552,Bilaspur Himachal pradesh phone number, 9459334377
