EQUAL OPPORTUNITY AND PROPORTIONALITY IS NECESSARY UNDER LAW CODE MANUAL OF THE SYSTEM FOR GOVERNANCE AND TRANSPARENCY AS DESCRIBED BY THE RTI ACT ADJUDICATION
