HIMACHAL PRADESH SCHOLARSHIP SCAM, RELATED TO DISBURSAL OF SCHOLARSHIPS, BY THE DIRECTORATE OF HIGHER EDUCATION, MONITORED BY THE HIGH COURT, UNDER PMLA, HAS BEEN CONCLUDED BY THE CBI, FILES CHARGES AGAINST 20 EDUCATIONAL INSTITUTES.

The Scholarship scam of the department of education Himachal Pradesh has been concluded by the CBI and has filed chargesheets against the twenty institutions and 105 persons, including the owners of the said institutions, personnel from the Directorate of the higher education, bank officials and the other private persons . During the course of investigations, 19 persons including employees of the Directorate of the higher education, Shimla and chair persons, vice chair persons, director, employees of the educational institutes and the bank officials were arrested. The CBI is taking cognisance of the matter since 2019 and booked private educational institutions of the state of Himachal Pradesh for fake and fraudulent claims of scholarship around 181 crores. There after the Himachal Pradesh High court monitored the investigations and status reports were filed accordingly. The case pertains to the misuse of the scholarship scheme/reimbursement of fees launched by the center and implemented across the state government to help the students of the SC/ST/OBC categories. Based on the CBI's FIR the ED also investigated disbursal of scholarships by the Himachal Pradesh directorate of higher education. Last year the ED had raided, 24 locations in Himachal Pradesh, Punjab, Haryana and Delhi under PMLA and taking cognisance in the matter.

From the Railway station Katra to stay in the Hotel Vaishnavi, where we have stayed for two days on 26-3-2024 &27-3-2024 our journey had been started and accomplished as a pilgrim and there after it was an on foot journey right from Tarakote to Adkwari and then to Vashno Devi bhawan at top of the hills from where it was through the ropeway carrier for Bhairon temple of the place of wisdom for the pilgrims of the holy place of journey to enjoy the heritage culture of our society and circle calling all the way "Jai Mata di" -"Jai Mata di".After taking the physical darshan of Mata Vashno Devi's pandi at top of the hill about twelve kilometre from the Tarakote we came back to the Hotel vaishnavi on foot and enjoyed this journey with the masses where many more people are visiting this holy place for the soul satisfaction and heritage culture dignity and divinity presence of their human body before the Mata Vashno Devi, where people are visiting for their wisdom of celebration. A MEMBER OTHER THAN MINISTER IS CONSIDERED A PRIVATE MEMBER OF THE HOUSE OF LEGISLATIVE ASSEMBLY OR THE PARLIAMENT

A private member wishing to move a resolution has to give not less than ten days notice with a copy of the resolution and in case the Government desires to move a resolution it shall give seven days notice along with a copy of the resolution. As such law of limitations must have adequate consideration for the both ways and it is necessary to assess as to how much more the consumers can pay for milk without it causing demand destruction. If farmers incomes are to be raised without shrinking domestic demand and eroding the global competitiveness of the Indian diary industry, the only solution is to reduce the cost of milk production and how it may be achieved to boost milk yield per animal through genetic improvement and new breeding technologies. As for as other consideration of the challenges required for this production it is impossible to come down heavily on the increase however normal breeding route, whether natural or via artificial insemination would result in good for future probability and five to seven times every third artificial insemination may bring fifty percent of these female, however with the use of sex sorted semen there is a ninety percent probability of only female calves being born. STATE GOVERNMENTS ARE RESPONSIBLE TO FOLLOW MGNREGA DIVISION INSTRUCTIONS OF THE GOVERNMENT OF INDIA, INSTEAD OF ANY CHANGES TO CONVERT ITS SCHEDULE OF RURAL EMPLOYMENT GUARANTEE.

The instructions issued by the Government of India Ministry of rural development MGNREGA division, Krishi Bhawan New Delhi memo dated 11-1-2022 are not followed by the State Government of Himachal pradesh and the Schemes and projects approved by the department of Panchayati Raj institutions are kept pending for implementation as per instructions of the schedule for construction of works in terms of cost alloted to Gram Panchayats for its implementation and paid to the needful community people, demanding their employment from the panchayati Raj institutions where the Mahatma Gandhi National rural employment generation schemes are otherwise constructed through the contract instead of the manpower which is highly objection matter of fact and concern to be noticed by the Government of India and the state government responsible for the employment to poor people demanding their rights and facilities, due to them since the MGNREGA. THERE IS A CHALLENGE BEFORE THE PUBLIC TO FOLLOW REPORT CARD OF THE CANDIDATES, AS POLITICAL PARTIES ALLOWING THEIR SELECTION. WITH THE CRIMINAL HISTORY.

All political parties are responsible to follow report cards of their existing image of leaders. The sitting Members of the parliament if failed to establish their report card above average should not be considered for the next term however in case of a good track record and report card of the candidates they should not be denied the next term of election for the political importance and the financial benefits as well as status and position of the post empowered by the Constitution of India. The political parties are too responsible to verify the character verification of candidates interested to join the election fray before they have been allowed to contest. A THREE MEMBERS APPELLATE AUTHORITY MAY CONSIDER REPRESENTATION OF THE COMPLAINANT AGAINST THE AWARD GIVEN BY THE OMBUDSMAN, LOCATED IN THE OFFICE OF THE NODAL DEPARTMENT (MGNREGA) .

MINUTES OF MEETING (ONLINE WITH NATIONAL CAMPAIGN COMMITTEE ON 3-3-2024:-- Today on 3-3-2024 online meeting scheduled by the National campaign committee was attended by the RTI welfare group registered number HPCD-3552 HP which was attended by Er FC. Guleria, in addition to the other members of Chamba zone Shri Pyar Muhammed and Shri Uttam Chand Vashishtha along with the National representatives of the working committee for promotion of the RTI act adjudication. Shri Pyar Muhammed raised the issue of MANRESA where in he further stated in the house for discussion (online) meeting held and convened for the new era entrants joining the event for resolving their issues and problems. As for as the question of MGNREGS related to HP was raised it is too revealed by the State body members Shri Pyar Muhammed and Shri Uttam chand vashishtha that at present there is no ombudsman in the Chamba district of HP however the cases are being referred to the said office of the Ombudsman which is not correct and justified under the provision made and created for the welfare of community people demanding their genuine rights and eligibility from the government corridor however delayed because of the such linking for conclusive decision of the pending cases at district levels administration. As for as the work and conduct of the ombudsman is concerned , he will sent copy of award to complainant, the MGNREGS authorities against the DPC and state government shall set up a three member appellate authority, consisting of an academician, a retired civil servant and a civil society representative, to consider representation by any party aggrieved by the awards of the ombudsman, such a representation shall be disposed of with in a period of two months by the appellate authority. Office of the appellate authority shall be located in the office of the nodal department of the state government implementing MGNREGA, Expenses of the said appellate authority shall be borne by state from the six percent administrative expenditure permitted under section 22(1) (c) of the MGNREGA.

PRINCIPLE DEPARTMENT OF I&PH IN HIMACHAL PRADESH TAKING NO COGNISANCE OF THE IRC PRECOMMENDATIONS AND FAILED TO SUPPLY A DETAILED DRAWING OF THE ESTIMATE FOR CHANNELISATION OF NALLAH AND IS A MATTER OF CONCERN .

RTI information was demanded from the office of the PIO cum Executive Engineer I&PH division Jhandutta district Bilaspur Himachal pradesh on 27-9-2023 where in partly information received from the PIO vide his number 12134 dated 16-10-2023 however Appeal so preferred before the FAA cum Superintending Engineer I&PH Bilaspur was decided vide number 5952-53 dated7-11-22 to issue complete information to the applicant on captioned subject matter deliberation required to be verified under code and specifications, so related to the work awarded to contractor pertinent to channelisation of a Nallah near water treatment scheme of Malari Balhseena RD 0/0to 23/0 for which copy of the pertinent drawing was also demanded by the applicant from the PIO cum Executive Engineer as per para -3 of the RTI application dated 27-9-2023 but it is regretted to point that no drawing was issued to applicant by the PIO even clear vision of drawing asked for information is proof and evidence on the record of the PIO as well as the FAA more over the department is responsible to follow drawing and design parameters of the scheme or work to be taken in hand by the department/contractor, in addition to the detailed drawings as required on the suitable scales however rough site plan sketch was provided to the applicant instead of the designed drawing for the proposed work of channelisation of Nallah . From the above information of the PIO cum Executive Engineer I&PH Jhandutta District Bilaspur Himachal pradesh it is very clear that no drawing was prepared with design for the construction of said channelisation of Nallah and no cement consumption register was maintained by the department at site of work for regular consumption and check up of the authorities for accuracy of the work.
