DEMOCRACY WORKING TO MAINTAIN RELIABILITY OF INFORMATION AND IT'S REAL TIME UPDATION, WHERE THERE EXISTS PENAL ACTION AND TOO THE DISCIPLINARY ACTION TO MAINTAIN SYSTEM IN THE ACCESS TO INFORMATION AND IT'S APPLICABILITY FOR GOOD GOVERNANCE AND ACCOUNTABILITY

Democracy cast responsibility right from top to bottom of the administration and the parliamentary democracy of country to work within the schedule of law code manual prefixed by the Constitution of India in this behalf, list by way and virtue of which it is necessary to follow law and rules and efficiency and efficacy shown for discharge of duties and exercising of powers as per the procedure laid. Keeping in view this responsibility of the all functionaries of the Government, the empowerment also issued in favor to the general public for transparency and accountability introduced by the right to information and the citizens charters, mandatory for all Ministries/Departments and the public authorities, working for the welfare of general public and taking cognisance of the complaints and their redressal of grievances under provision made for direction and instructions to discharge of such duties by an employee to the Prime Minister of India as responsible for the RTI queries before the honourable Supreme Court of India taking cognisance of the law and rules and the codes for consideration issued by the experts decision making and other practical experience of the various stages and aspects of a work , before it is begun, while it is in progress and even after completion have to be examined and reviewed, list by way and virtue of which social audit has also been applicable under this provision of the right to information and the citizens charters, to enable people to exercise their rights and entitlements in the case of redressal of their grievances under discrepancies are found in such complaints and enquiries before the FAA, SIC or CIC as well as the Court of law as the case may be, keeping in view the  requirement of bringing due transparency as provided in the RTI Act to given adequate consideration at the design stage itself, where it is necessary to maintain reliability of information and its real time updation.
