MINUTES OF MEETING UNDER THE BANNER OF NATIONAL CAMPAIGN COMMITTEE WORKING FOR THE PROMOTION OF RTI AND RTS AND RELATED TO SUO MOTU DISCLOSURE OF MORE ITEMS UNDER PROVISION MADE BY, SECTION 4
It was occasion today on 6-09-2026 when attended the meeting of National campaign committee right from 11 . 00 am to 1.15 noon related to promotion of RTI Act, 2005 where common man of society and circle unable to get benefits of their access to information under the RTI act, 2005 . The meeting was attended by Shri Shiva nand dewedi, Shri Thakker the resource person from the Uttrakhand, Shri Devender Agarwal in addition to others present on this occasion of the detailed guidelines on the captioned subject matter deliberation required for the general public for transparency and accountability. The issue and matter was also raised by me on the occasion regarding to improve the section 4 suo motu disclosure issued vide OM number 1/6/2011 -IR, dated 15-4-2013 subsequently a committee of experts consisting of Shri AN Tiwari, Chief Information Commissioner (Retd) and Dr M. M. Ansari, Information Commissioner (Retd) (of Central Information Commissioner) was constitued to recommend, inter alia, measures to further strengthen of implementation of section 4 of the RTI, Act, 2005 , so that recommendations made by the committee may be continued further more and for which Shri Virender Thakker working on the captioned subject will prepare the need based memorandum of the retention and maintenance of specific guidelines , required to address the above problems of task force of the civil society members working in the field of strengthening compliance and based on the report of the Task Force, related to the Government under RTI act, 2005 since May, 2011 , which includes representatives of the civil societies organisation. and working for the promotion of Guidelines for Central Government Ministries/Departments where it is necessary to include suo motu disclosure of more items under section and guidelines for digital publication detailing of section 4 (1) (b) (iii) , 4(1) (b) (iv) , 4(1) (b) (xi) and 4(1) (b) (xiv) , Large amount of information relating to functioning of the Government is being put in public domain, however the quality and quantity of proactive disclosure is not upto the desired level and weak implementation of section 4 of the RTI Act is party due to the fact that certain provisions of this section have not been fully detailed and, in case of certain other provisions there is need for laying down detailed guidelines and there is need based compliance mechanism required to ensure the appropriate vision of section 4 to met with the requirements for general public online and accessible to public and the disclosure of information may be made keeping in view the provisions of Section 8to 11 of the RTI Act. After consultation with the set up for further compliance mechanism, the matter would be put before the house of members and the Former CIC Shri Shailesh Gandhi, Shri Aatam deep, and Shri Rahul Singh above memorandum would be forwarded to the all Ministries and departments for taking compliance mechanism of the more items required for need based necessitated necessity of the informations making use of more items fruitful for the general public related to various services of the information technology infrastructure, suitably designed and developed for the operation by general public in citizens charters mandatory for all in the departments and Ministries, in respect of its documents:-- Er Fateh chand Guleria, Director RTI Welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
