FUNCTIONS OF THE SECRETARIES COMMITTEE ON ADMINISTRATIVE REFORMS ARE RELATED TO ANALYSIS MECHANISM AND INTER -DEPARTMENTAL COORDINATION, WHICH WORKS UNDER THE CHAIRMAN SHIP OF THE CHIEF SECRETARY OF THE GOVERNMENT.

The democracy in the country is working for the welfare of citizens of the country, and taking cognisance of the administrative reforms under law code manual prefixed by the Constitution of India in this behalf. Various Courts and the commissions are too working on the captioned subject of demand under public utility and doing needful in the interest of transparency and charter of public accountability for which the state information commission and the Central information commission too working for the administrative reforms and people of country too empowered for taking cognisance of the delay in deciding cases and bring transparency and accountability in the administration, however very few people are taking cognisance of the RTI and the RTS act adjudication and there is no impact on the administration even though and more over Secretary Committee is too functioning on the administrative reforms and meets each month under the chairman ship of the Chief Secretary. This committee functions as a management instrument at the highest level of the bureaucracy so as to achieve strategic coordination and pooling of ideas and experiences and it operates as a feed back and analysis mechanism to help in policy formulation, and inter -departmental policy coordination. The functions of the committee include:-- (a) Review of progress of implementation of such of the cabinet decisions and chief Ministers directions which are to be monitored in the committee. (b) Discussion of policies/strategies which effect, or have implications for, more than one department, including personnel policies. (c) Administrative and economic reforms. (d) Matters arising out of Vidhan Sabha discussions, including legal, personnel and financial matters affecting more than one department. (e) Matters of inter -departmental coordination. The coordination of matters by this committee and recommendations are of advisory nature and final decision on the recommendations of the committee are to be taken in the respective Department in accordance with the provisions of the Rules of the Business of the Government of Himachal Pradesh.
