SYSTEMS ANALYZES AND PRESENTATION OF DESIGNING OF THE PROPOSED SYSTEM FOR ACCESS TO INFORMATION (TASKS) ARE PERFORMED JOINTLY BY THE DEPARTMENT/OFFICE UNDER THE GUIDELINES OF SPECIALIST (CALLED SYSTEMS ANALYST) :--

e -Governance practically related with the work field of computerisation in the offices, where in the present system of technology and reforms for good governance and transparency in administration computers play an increasingly more important role in day to day life of people and also in offices in maintaining and retrieving information, producing reports and even in simple word processing, it becomes necessary to understand and systemise the processes involved in computerisation eg. selecting the area for computerisation, planning a computerised system, system designing, software development, selecting, procuring, setting up and operating computers etc. As such for systematic and trouble free operation of the system access to computers should be controlled to ensure that the system is not tampered with or mishandled. For this purpose user codes and passwords should be given to the regular operations and software should incorporate checks to prevent authorized access to data and analyzed data and also to prevent unauthorized changes in data and usually in custom built software these checks are placed by the systems designers in consultation with the user. In other cases the checks may be put in place on technical advice, and the decision making chain should be identified in the form of a flow chart explaining the rank /grade of the public functionaries involved in the decision making process and the specific stages in the decision making hierarchy. The powers of each officer including powers of supervision over subordinates involved in the decision making chain must also be spelt out next to the flow chart or in a simple bullet-pointed format in a textbox. The exceptional circumstances when such standard decision making processes may be overridden and by whom, should also be explained clearly. Where decentralization of decision making has occurred in order to grant greater autonomy to public authorities, such procedures must also be clearly explained and the design of presentation should then be extended to cover all statutory and discretionary operations that are part of the public authorities mandate under the allocation of business read with the transaction of business. In the case of a public authority altering an existing decision making process or adopting an entirely new process, such changes must be explained in simple language in order to enable people to easily understand the changes made :-- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number 9459334377
