MEETING FOR PANEL DISCUSSION ON GIRISH DESHPANDE JUDGEMENT AND CONCLUSION :--It is a matter of pleasure and concern that a three hour discussion was made on the above mentioned case and judgement by the study of impact assessment so issued in the RTI . The discussion made by the forum of study and practice for training and workshop techniques remained very useful and the host civil society members try their levels best to success the vision CFI held for the welfare of society and circle and also to bring transparency in the administration by way of healthy discussion on such judgements .As such I once again request the all members of groups and society working for the welfare of society and circle regarding to follow the techniques and training skills of the study and system related to the RTI promotion and justify the erroneous deliberations noticed against the act ibid during the course of hearing before the FAA and SIC or CIC and try to create the awareness drive among the masses as well as new era entrants joining the discussion and business regulatory affairs pertinent to the promotion of RTI act publications made for the good governance of the system delivered to work for the common man demanding free and fair justice from the system of governance however facing such problems of the undue influence by the public authorities and the function for surveillance to disclose the contents of the reality as nothing could be stated as personal information of the manpower acting adverse against the law and misusing the situation and position of the government empowerment . -- Er F .C . If a NGO can be declared an outfit of political nature and banned from receiving foreign funds then why not the political parties, reluctant to follow RTI disclosure
NEED TO MAKE POLITICAL FUNDING TRANSPARENT:- The supreme court's ruling that NGOs advocating citizens cause without political motive can not be prevented from receiving the foreign funding by declaring them as " outfit of the political nature " As such the political parties using legitimate meaning of the empowerment by constitution of India are also responsible for the cause of focus on the opaque nature of the political finding . The RTI act 2005 is particularly issued for the welfare of society and circle and also to bring transparency in the administration for which all the groups and political parties are responsible to work for the charter of public accountability and removal of corruption from the society and circle .The democracy in India is functioning with the provision made and guaranteed by legislation, executive,and the judiciary and there exists the informal function of the media as well as the civil society groups and all this make the Indian democracy survive and thrive by complementing each other but all the participants are required to follow the law and rules there could be no monopoly of the any participants. If a NGO can be declared an outfit of the political nature and banned from receiving the foreign funding than how the political parties may be allowed even reluctant to follow RTI act publications so issued by the government in favour of the citizens of this country since 2005 along with amendments as issued during the year 2019 is proof and evidence for a fresh round of the debate to explain the situation and position laid as under section 5(1) and 5(4) of the validity as challenging the system of governance delivered by social action of forum prescribed under procedure to declare the NGO functional one As such the NGO could not be considered as a personal and private organisation of the society and circle till any decision and order against the eligibility criteria challenged by the study of impact assessment realised by the course of law and rules If any question and the concrete material would be highlighted before the media groups or the court of law only then legitimate meanings of the NGOs advocating citizens cause without any political motive could be triggered to focus back on the opaque nature of the political finding in the state or in the country as working for the welfare of society and circle and also to remove corruption from the society and circle.

WALKING WITHOUT MASKS CAN BE RISKY :--It is a prescription against the covid -19 to wear mask while visiting out side the the house . As the masks are advised to wear in the crowded and the public places as per the guidelines of the health care check needed to follow the instructions of the government so it is necessary to cover your mouth and nose with a cloth when around the people other wise you can spread covid -19 virus to other's even you did not feel sick . The mask meant for the use of health care workers could not be used for the protection of Covid-19 by others as the fresh air is blocked when the mask is used for health care system and advisiory to be maintained by the study of protocol mentioned in the guidelines .The respiratory masks like N95 are meant only for wearing at the contaminated or the infected places like hospitals and a cotton fabric three ply mask is suitable for the common use and exercise of the protection of Covid-19 designed for the purpose . Livelihood security through a demand based scheme for poor MGNEGS issued for livelihood of the poors must have databased budget provision by the GOI to protect fundamental rights so issued by the legislation in favour of the needful ones
BUDGET IN MGNREGS SPECIALLY ISSUED FOR THE LIVELIHOOD IN RURAL AREAS :-- The above mentioned scheme has been specifically issued for the grant of mandays under rural areas development projects mentioned by the study of impact assessment realised by the government in this behalf of the welfare of society and circle The demand under the above mentioned scheme has been declared for 100 days employment generation by the government in favour of the applicants but the average of this scheme in some of the states is below 50 mandays cover of the schedule under MGNRES . An information asked by the applicant from the public authorities could not be ignored and denied by the public authorities to release simply by stating that the information is a personal one .Every information which has been documented before the public authorities or submitted before the public authorities could not be considered as a personal measure as such the interest and transaction virtually relating to the public interest that may be case of appointment, promotion , ITR , gift deed etc .The public interest could not be denied by the study of assessment realised by the any conclusion so issued in this behalf by the government official or the officer responsible to protect the general public interest first than to ignore the reality of the transaction issued by the government authorities for which they are very much responsible to verify the interests of the government instead of to mention that the information is personal one . No information could be stated to be personal in the interest of the society and circle if created by the applicant to bring transparency in the administration and also to remove corruption from the society and circle.

KINNAUR ALSO JOIN HANDS WITH COVID-19:-- District Kinnaur remained in the green zone till end May -2020 as no case had been verified and reported from the said district till now . A couple who returned from Delhi to Sangla became the first two positive for covid-19 both of them were in institutional quarantine and have been shifted to a covid -19 care center in the Reckongpeo. It is very clear from the history that no one was reported positive from the said district till May end however the out comers converted green zone status of the Kinnaur district into the orange zone.
It is necessary for the RTI activists to follow complete RTI proceedings till satisfactory information/ reply given by the public authorities for which necessary correspondence may also be made an agenda for the correction as required
Every RTI activist should have priority on the basis of his achievements obtained from the system of governance through RTI decision issued by the PIO as well as the FAA and SIC or CIC for which further correspondence if required for demand under public utilities or against the wrong doings of the departmental authorities necessary correspondence is only the vision and trial for disclosure or the correct informations .The general tendency of the public authorities is only to inform the applicant without taking into consideration the correct vision of the information and in number of cases the applicants try to get justice from the FAA and SIC or CIC to get the facts finding report as complete and correct however it is regretted to point the correct information and decision even at the higher levels for which the correspondence as well as the complaints before the public authorities could not be ignored to come at the conclusion even people feel necessity to bring transparency in the administration and to move their cases with the documents before the High court as not satisfied with the comments and orders of the SIC and others So it is necessary to move forward and to proceed further with the letters to the higher authority responsible to protect the fundamental rights of the citizens of this country as laid by the RTI act publications time to time monitored in this behalf of the complaints and suggestions by the general public This is only the vision and way to achieve free and fair justice from the quarter concerned for which the government has issued necessary directions to the department of DOPT and redressal of the public grievances regarding to follow the instructions of the government and remove complaints if any found genuine and justified under law and the rules . As such the correspondence is only the vision and way out to bring transparency in the administration and demand charter of the public accountability and work for the welfare of society and circle for which the mission RTI is alredy working and challenging the system of governance by filing appeals before the FAA and SIC or CIC.
Report card of RTI activists must have appropriate action and outlook at the government levels
CONTRIBUTION UNDER RTI FOR THE WELFARE OF SOCIETY AND CIRCLE AND PRESENTATION OF THE REPORT CARD :-- It has been observed by the study of impact assessment realised by the coordination committee working for the promotion of RTI act publications as well as the monitoring and evaluation of implementation of the required administrative reforms as well as the transparency in the administration and demand for charter of public accountability that the RTI activists are facing problems during the course of action for demand under public utilities required for the welfare of society and circle even though achievement could not be ignored as per the performance of the individual concerned working for the promotion of RTI act -2005 for which the report card is necessary to protect the fundamental rights and also to bring the highlighted achievement before the public during the general house meeting convened once in a year . Hospitals must have proper professional activities for the patients as required for the other essential services despite of the Corona cure services
PEOPLE STILL AVOIDING VISITING HOSPITALS:-- The government hospitals and the private sector clinical research and trial practitioners as well as the standardized hospital are still reluctant to start their professional activities in the routine even though the common man of the society and circle has started visiting the hospitals in the interest of their health care check needed for the emergency services As regards the higher dignity persons and society services required in the present circumstances of the scare of the covid-19 people are reluctant to visit the hospitals and still consulting the doctors on the telephones for required services . The government has started releasing the restrictions imposed on the free work culture system of the servillanc required for the welfare of society and circle so it has become essential to follow routine working in the cases of the duty by medical health check needed for the good service of the diagnosis at every level of the medical institutions so that people may take prescriptions of the required medications in the proper way of admission for the treatment as found necessary for the curing of diseases other than the corona virus too responsible for the increasing toll of the death rate.
Provision of medical health care infrastructure in standardized medical hospitals as essential for preliminary tests and trials of Covid-19 is need of the time and hour
BATTLE AGAINST COVID-19:-- Battle against the corona viruse could not be controlled without the stepped up efforts and the required action deemed necessary by the study and protocol mentioned as in the code and system of health care check time to time highlighted by the government in this behalf with the directions to follow the instructions and guidelines issued for the precautionary measures to deal with the virus as such the required vaccine is yet under research and may take some time for routine use and exercise of the practice .It is necessary to arrange and maintain the hi- tech facilities in the medical colleges as well as in the private institutions so that people suffering from the pandemic Covid-19 may be kept under observation of the medical treatment diagnosed so by the study of impact assessment realised by the experts opinion and required for the appropriate action and treatment of the effect ed cases noticed by the emergency medical services of the state government following the instructions of the GOI .
