DISTRICT ADMINISTRATION SHOULD TAKE USE OF THE COMMUNITY LIBRARIES FUNDED BY THE FIFTEENTH FINANCE COMMISSION , MAY OFFER OPTIONS TO THE UNEMPLOYED YOUTH OF THE RURAL AREAS TO GET THE OPPORTUNITY

The fifteenth finance commission's United fund was used by the Development through Panchayats for restoration of the buildings, maintaining the Libraries , books, tables and chairs etc etc for which the district Admininistration has also provided the books to the said Libraries as per the schedule under Funding used for the welfare of community people. It has been observed as the best initiative to bring awareness among the local community people to engage the youth and come to study on these Libraries and preparing for competitive examinations. All the Libraries have to be made operational and functional for which efforts should be made by the local community people including the local officers of the rural development department and the police personnel, junior Engineers, Panchayat Secretaries,gram sewaks and must take classes of the new era entrants joining the group activities on the captioned subject matter deliberation required to be maintained by the rural development in these Libraries, funded by the fifteenth finance commission to bring transparency and efficiency in the rural areas of the country however these Libraries are not made functional for which necessary efforts must be made by the community people themselves to keep all these Libraries operational for which the district administration needs to help more and extend inter departmental coordination so that the space made by the funding be utilised effectively in the interest of new era entrants joining the meeting and events related to the book reading and too by way of the online schedule of service for competitive examinations among each other during the course of training and workshops for the skill of improvement aimed to increase the literacy rate in the rural areas especially the female literacy which is more than fifty percent and people must have appropriate knowledge and experience about the online schedule of events and activities as the online schedule of RTI have also been started by the government of Himachal Pradesh however very few people are taking use and exercise of the RTI for which necessary training and Volunteers options should be collected by the Gram Panchayats and do the needful in the interest of modern technology and services rendered by the social  schemes funded up to the possible extent by the fifteenth finance commission however still requires more and more awareness drive and help from the district administration as well as the government responsible to bring awareness among the people of rural areas still under literacy for which the corporate social responsibility may also help the community people if offers collected and used for the training of new era entrants interested to join the group activities under Library engagement to follow right path of study and scope under public funding for the welfare of society and circle issued by the fifteenth finance commission to bring transparency and efficiency in the people of country and states .
