DEMOCRACY IS BECOMING A STORY OF CELEBRATION INSTEAD OF AN AIM AND OBJECTIVE OF THE GOOD GOVERNANCE AND ACCOUNTABILITY

India is more difficult to generalise about it has vastly varied regions, classes and groups with very different experiences, where as the people are suffering as a result of the government policies, but the government taking no cognisance of the inequaliry, appearing in every sphere of the benefits of its growing power to its communities and minorities and especially to its poor remains unclear about the number of schemes and people taking benefits at their own and too remaining without consensus about these things but no one in the society and area taking restoration of old pattern communication for the required values of the system generated by the government opinion and related to the various schemes and programmes of the identity made for good governance and accountability under law code manual prefixed by the Constitution of India in this behalf but it is regretted for the adoption for old standards rather than to enforce for the new policies maintaining at their own levels of the government jurisdiction for which the RTI, RTS, RTE and Food Security and the Health care system of general public is going to be limited instead of legitimate security of the related Acts and adjudication for the common man of society and circle totally depending upon the life style and culture of the communities, however there is no equity and investment for the required participation in the policy and programme issued for the general public but limited investment coming into the accounts of the schemes for the economics and security for the service benefits, list by way and virtue of which people are failed to get access to information under present circumstances of the management by the state government and it is against the natural justice where no designates officers in the SIC are being appointed by the appropriate government under sub section (3) of section 15 is a matter of clear cut denial and dereliction of duty for which the public facing undue harassment because of such lapse at the levels of popular government depending upon the democracy under law code manual prefixed by the Constitution of India in this behalf and where all are equally weigh in the practical regime of the informed citizenry and transparency of information which are vital to its functioning and also to contain corruption and to hold governments and their instrumentalities accountable to the governed, however our parliamentary democracy failed to enjoy this opportunity in the Vidhan Sabha and  Parliament is a question mark before the application government for necessary vision of the democracy for the people by the people and to the people but a story of participation every where instead of observation under the code for consideration:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
