QUOTA FOR RESERVATION IS NOW BECOMING EYE WASH FOR ALL THE CATEGORIES OF SOCIETY AND COMMUNITIES, AS CREAMY LAYER MAKING RESTRICTIONS FOR FURTHER ACCESS TO ELIGIBILITY

No one is satisfied from the reservation policy and programme of the quota for eligible candidates under the provision made, in the present system of quota for addition made for the EWS, which is also eye wash only, keeping in view the actual requirements of the posts for general categories and their strength in the present system of eligibility for the EWS even though and more over, actual information of the reservation for EWS means general categories and communities living in the society and circle, however not serving the purpose of vision reservation for the general categories, keeping in view the restrictions for classification of posts in semblance to the position for others in the society and circle, getting their empowerment upto date for the provision made under law however general categories are debarred from this right of the required Rank /post for the qualifications in semblance to the position and status for others in the same cadre, list by way and virtue of which no one is satisfied from the system of reservation, and now demanding state wise allocation of requirements under this provision of the quota for poorest among the poors only, where some of the state governments already adopting this formula of the reservation and it is very clear from this division of the policy for reservation that it is becoming a vote capturing device of the political parties working for the power platform only instead of the good governance and transparency in administration, where creamy later is also a suggestion for the future requirements of the reservation for all in the society and circle, living in the same room of need based demands and their eligibility for the qualified candidates:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377

SOME POLITICAL LEADERS ARE DEMANDING SUB -QUOTA FOR THE POOREST AMONG POORS AS THE CREAMY LAYING BECOMING PROBLEM FOR EQUITY , HOWEVER PROVISION OF CLASSIFICATION OF POSTS ALREADY EXISTING IN THE CADRE STRENGTH MAINTAINED BY THE DEPARTMENT AND USED BY THE ELIGIBLE CANDIDATES OF SUCH CLASSES /POSTS/CATEGORIES

Some leaders of the Reserved classes are demanding sub -quota for the poorest among poors, keeping in view the creamy layer among their communities, however the sub -quota is also becoming a demand of every cadre where there is stagnation among the cadre and the employees are not a position to attain even a single promotion during their entire service, list by way and virtue of which classification of posts and sub -quota for the future stability of equity for promotion could not be deleted and ignored, more over it is already existing in the fundamental equity and equation of Recruitment and Promotion rules, but it is regretted to point the non compliance and required decision making at the levels of departments, even though the position and status of such cadres are being misused by the political parties and departmental authorities and there is no transparency and accountability in the decision making process, list by way and virtue of which it is necessary to have sub quota in the line of promotion meant for the cadre strength of the posts but there is no systematic distribution of the quota and sub -quota already existing in some or how means of the promotional placements for the reserved categories or the open system of promotion for each community, as such these are fundamental equations of the recruitment and promotion rules and it is up to the government to decide matters accordingly, even options are also used and exercised for this kind of allocation of duty to the deserving people in the cadres, if protecting their fundamental rights as per the provision made and created by the department of personnel and training for further promotions and empowerment for the eligibility under law cide manual prefixed by the Constitution of India in this behalf :-- Er Fateh chand Guleria, Director RTI Welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377

WOMEN'S EMPOWERMENT AND QUOTA FOR RESERVATION IN THE PARLIAMENT AND ASSEMBLY CONSTITUENCIES, MERITS AND DEMERITS FOR ADMINISTRATIVE READINESS

As far as the Women reservation is concerned said Bill is pending since long and definitely it needs administrative readiness to translate the Act into action for the needful under law code manual prefixed by the Constitution of India in this behalf. Its genuine reforms would too require , redesigning of the internal political party system for the service, at all operational levels of the structure and power platform other wise  it may create problem for realistic acceptance of the nomination for top level function of the women empowerment, demanded for the reservation under provision made for this recruitment and service as a social service for the society and circle, where effective restructuring of the organization may do needful under this provision of the women empowerment and reservation for the weaker section of display through the ideas of empathy and the social reasoning, where women should work for their self motivation, upto the possible constraints of social norms and the gender roles for separate identification of the time and autonomy, based on the Indian culture and society for the social attitudes, required to confer space, dignity and respect for the separate identification of the profound autonomous engagement in the public life as a leader of the society and community working for the welfare of general public and doing needful under the provision made by democracy for the people by the people and to the people.
