GOVERNMENT IS RESPONSIBLE TO MAKE NEED BASED POLICY FOR LAND USE PLANNING IN HILL TERRAINS OF RISK -ASSESSMENT FOR RECOMMENDATIONS EXPOSING GROUND REALITIES
Himachal Pradesh also facing disasters like Nepal in the Kullu and Mandi district and there have been such several events in the past but during 2023 and 2025 heavy rains faced in the Outer seraj and Kullu needs to understand more details about such losses to the life and properties. As far as present disaster of Nepal is concerned the scale of impact is very big as compared to the Himachal Pradesh flash floods raises questions from the human and the governance about the wisdom of expanding development in the Himachal Pradesh hills without verifying the role of climate change in aggravating the regions risk, relaed to the challenges of early warnings but people taking no cognisance of the guidelines and topography surrounding their villages and towns, even may create problems in heavy riains during the disaster unfolds so quickly that we have not enough time to save our lives, even, list by way and virtue of which we are exposing ourselves to risk, even we cannot stop these events in the future and it could not be predicted for the time coming ahead, so it is necessary to follow law code manual prefixed by the codes for consideration and avoid wrong doings and for which no construction should be allowed without preparing the policy for land use planning in the hilly terrains or Himalayas, because in the recent decades there has been an increase in the commercial activities of developing along the rivers and within the highest flood levels of the rivers and increasing wrong installation of significant amount of such working in different areas, as built in the risky zones of the various residential settlement alone rivers. Keeping in view the previous disasters of 2023 and 2025 , it is necessary for the state Government of Himachal Pradesh to make a policy for land use planning in the such areas of hilly terrains and have design parameters on the captioned subject matter deliberations required to be decided on the basis of soil strengthening and bearing capacity of the soil for such use of warning systems for the seismic monitoring and collapse because of the earth quakes, in combination with the other policy recommendations, required to protect the loss of lives and properties, because of wrong doings:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
