THE STATE GOVERNMENT TAKING NO COGNISANCE OF ADMINISTRATIVE REFORMS UNDER SUB SECTION (1) AND (3) OF SECTION 15 OF RTI ACT, 2005 AND LEADER OF OPPOSITION ALSO SILENT ON THE CAPTIONED SUBJECT, RELATED TO "EFFICIENCY IN THE ADMINISTRATION"

The state Government of Himachal Pradesh taking no cognisance of the efficiency in administration and going to take tool down methods for disposal of work and the purpose of need for speedy disposal of work defeated because of the references received in the branches or offices are delayed in routine and are not dealt with expeditiously or with as much sense of urgency as is required where in the office of the State information Commission is still idle, and no Commissioner is sitting in the office for doing his duty in the capacity of empowerment under sub section (1) and (3) of Section 15 of the RTI act, 2005 the official machinery is also taking no cognisance of the correspondence made by Applicants and the RTI volunteers doing their procedural duty and compliance, so reduced to mere red -tape, as delays are frequently going on in the required business of the public authority working for the welfare of people of state and required for the transparency and administration but no one in the power corridor is going to realise that the administrative delays are a source of discontent and delay breeds corruption, and the time limit for disposal of timely cases kept pending at the levels of public information officers and the first appellate authorities, where in SIC sitting in idle forum of the designated institution required to be made functional by the ruling party leader and the leader of the opposite front taking cognisance of the general public welfare and working for the good governance and accountability. Keeping in view the above position of the work and conduct of the public authorities, it is necessary to follow the Honourable High Court, so that disposal of important and immediate receipts may not kept pending and work may be taken in hand for the time limits prescribed with references and to ensure prompt disposal of references time to time issued by the Government and also to follow the RTI act and the RTS act adjudication. It has been observed that respite the best efforts of approach for the appointment of SIC and SCIC the ruling party and the opposition working in the state failed to resolve the grievances of the people of state as required for the efficiency in administration and follow sub section (1) and (3) of Section 15 of the RTI Act, 2005 and do needful in this behalf of the public welfare and access to information and removal of corruption:- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number 9459334377
