GOVERNMENT WORKING UNDER THE FEDERAL STRUCTURE OF DEMOCRACY FAILING TO RESOLVE THE ISSUE OF EMPLOYMENT GENERATION, EVEN NEED BASED ENTREPRENEURSHIP

It is a matter of fact and concern to be noticed by the Government of state under the federal structure of democracy whether to work on the line of socialism or to pick up for the contractors works and alignment for the major projects of the state and the Union Government. Ultimately system is maintained by the good governance and accountability whether it is departmental establishment of the duty and responsibility or it is taken from the contractual duty of the tender and establishment for the project innovation and economic potential. At present the work power and economic development of the country is totally depending upon the contractual system of payments and procedural compliance for the establishment where there is no problem for the schedule of appointment and retirements however in the case of government establishment it is maintained on the regular basis and needed for the welfare of society and communities under law code manual prefixed by the Constitution of India in this behalf list by way and virtue of which it depends upon the organisation to deal with the issue and matter how to continue with the system for service and working under entrepreneurship. The India is a big country and working on the pattern standard of federal structure for the welfare of people of country where money is required to maintain the system for service and accountability but the need based system of demand under public service may be used and for which the fight is going on however no political party is working in favor of the system for service under government schedule and regular basis employment in the country where pensionary benefits are given to the employees by the employers for which the Government of India and the state Governments are not agreed to have Constitutional agreement on the captioned subject and there is clear cut division of the many more working for the welfare of general public and not satisfied to follow old pension scheme for the employees.
