MINUTES OF MEETING UNDER THE BANNER OF NATIONAL CAMPAIGN COMMITTEE (25-10-2026) ONLINE SCHEDULE FOR DISCUSSION AND ARGUMENTS

It was an occasion today on 25-10-2026 when attended the online RTI event for some time under the banner of National Campaign Committee right from 12-30 noon to 1-15 pm and some observations made in the chat box for discussion where under system of access to information it is necessary that information management system should be dealt with an organised set of procedures (section 4) required to maintain the up-to-date records , but there is no practice to access information, as asked about the complaint by one member of the meeting (information-seeker) , which is against the natural justice, where there is no provision in the department and Ministry working for the welfare of people under RTI and the RTS act adjudication and people suffering because of delay and the dereliction of duty as SIC is defunct in state of the HP and there is no provision in the High Court to approach direct for the access to information, where FAA taking no cognisance of the section 19(6) of the Right to Information Act, 2005 . As such it is clear to mention here that state Government and the public authorities ignoring the RTI Act, 2005 and Activists and volunteers suffering because of its compliance under provision made for the time bound schedule for disposal of RTI applications, First appeals and the second appeal, hence it is against the natural justice. Keeping in view the circumstances arrived at this juncture of the procedure and methods required for the disposal of work and purpose for which these have been evolved, it is revealed that these procedures laid under the provision made are reduced to mere red-tape and delay occurring in the routine for which appropriate government should take action under sub section (3) of section 12 of the RTI act adjudication and issue necessary appointments of the SIC and the SCIC in the interest of justice to common man of the society and circle :-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377
