AN ONLINE RTI MEETING CONVENED FROM (MINJAR MELA) CHAMBA BY SHRI PYAR MUHAMMED, FINANCE SECRETARY, RTI WELFARE GROUP, HPCD, 3552 , AND SHRI UTTAM CHAND (BDC) JADERA, SHRI PRASANT MAHAJAN PRESS CORRESPONDENT WAS ALSO PRESENT ON THE OCCASION, IN ADDITION TO OTHERS ON 2-8-2025.

An online RTI meeting of RTI welfare Group register number HPCD 3552 was convened from the Chamba zone of RTI activists and volunteers from the Stall /place for awareness drive movement issued by administration for the week long celebration in (Minjar mela) on 2-8-2025 right from 1.00 pm to 2.30 pm which was processed from the place for awareness drive by Shri Pyar Muhammed and Shri Uttam Chand Vishisht in addition to shri Prasant Mahajan where in Shri Prem Singh Tangania from Solan and Shri yespal Singh from Chandigarh and Shri Sanjay Shukla key member of the welfare Association also remained present on this occasion of the work and conduct by the particulars of application and Appeals made before the public authorities and the public authorities taking no appropriate action in the pending cases since long for which people were not satisfied with the working of the appellate authorities and facing delay at all levels of the public authorities, even Complaints and the Appeals are also submitted before the SIC or CIC as the case may be but there is no disposal of the complaints. Keeping in view the above situation and position of the work and conduct of the FAA and the SIC or CIC as the case may be, there is no alternative except to approach the Honourable High Court of Himachal Pradesh. Pendency enforced at the level of the public information officer and the first appellate authority is totally illegal in the terms of law code manual prefixed by the Section 19(6) of the RTI Act, 2005, however, FAA taking no cognisance of the time lines for decision making, even though and more over, deciding Appeals under the RTI act is a quasi judicial function, It is therefore necessary, that the FAA should see to it that the justice is not only done but it should also appear to have been done. In order to do so, the order passed by the appellate authority should be a speaking order giving justification for the decision arrived at, however, the public information officers taking no cognisance of the order of the FAA and pendency enforced even more than cross and pass of three months for which the public information officer, responsible to disciplinary action but no review of such cases taken by the FAA and the next higher authority of the public authority is clear cut dereliction of duty and non -compliance by the disciplinary authority:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
