RTI ACTIVISTS AND VOLUNTEERS ARE ALSO DOING NEEDFUL, SO REQUIRED FOR ERADICATION OF CORRUPTION AND ASSISTING THE GOVERNMENT FUNCTIONARIES, EXPECTED TO ASSIST THE GOVERNMENT FOR COOPERATION

RTI activists, volunteers and the Resource persons taking cognisance of the transparency and accountability in the matter of an informed citizenry and transparency of information which are vital to its functioning and also doing to contain corruption and to hold Governments and their Instrumentalities responsible to the governed but at the same time all the RTI activists and volunteers of the welfare Association of society and circle being social workers of the area and circle too assisting the Government in eradication of corruption as the government expects the public too to assist in this field of the cooperation, where without public cooperation it is not practicable to completely eradicate the corruption from the system of governance, even though the official responsibility for rooting out corruption in Government offices primarily rests with the Heads of the Offices /Departments.As such necessary guidance in this behalf of the action against the defaulters is obtained from the vigilance officers. At the first matter should be brought to the notice of the Heads of the department, where found necessary to deal with the problem of such situation and position from where the preliminary enquiry, investigation, inquiring and procedure, functions of the Heads of the departments and vigilance officers of the Departments, issue of vigilance clearance certificate, maintenance of register, submission of returns and forms therefor, facilities and cooperation to be extended to Anti -Corruption unit :Suspension of the Government servants etc etc has been processed in the detail in the vigilance manual published by the Government of Himachal pradesh department of personnel (Vigilance) 1975 . The vigilance department is to be consulted by the administrative department regarding vigilance cases/vigilance complaints. As such all the RTI activists and volunteers may contact the Heads of the offices/Departments in this behalf of the complaint stage and source report containing allegations of the corruption embezzlement or improper motive against officials received by the administrative department and required to be forwarded to the vigilance department for necessary advice and the vigilance department after examination of the case decides whether to entrust the complaint/audit inspection/departmental inspection/source report to the anti corruption unit or to the department concerned for a fact finding enquiry. Allegations can be prima facie verified by enquiry from the signatory of the complaint whether it has actually been sent by him. If he can not be contacted at the given address or if no reply is received from him within a reasonable time it should be presumed that the complaint is pseudonymous and should be filled.
