PROFESSIONAL UPGRADATION WITH DESIGNATED POST (EAE) COULD NOT DENIED FOR DUE BENEFITS UNDER DYNAMIC ACPS, HOWEVER THERE IS NO FINAL DECISION-MAKING ON THE CAPTIONED SUBJECT BY HPPWD, EVEN PAY COMMISSION REPORT ALSO ISSUED FOR CLARIFICATION ON (3-1-2022)

Appointment is based on the captioned subject matter deliberation required to be qualified under the provision made for selection of post and based on the merits, list by way and virtue of which it is too qualified under temporary status of the post based on its performance by way of the probationary period and further continued for the promotion based on the grade of post, whether satisfactorily or not, hence it is necessary for the employees to get their probation period and grade for selection qualified under the provision made for its future benefits to the promotional avenues meant for the each cadre /grade /Rank for the access to promotional benefits, list by way and virtue of which the grade of post required to be qualified under provision made for the future promotions required for identification in the form of a flow chart explaining the rank /grade of the public functionaries involved in the specific stages including powers of supervision over the subordinates, list by way and virtue of which appointment and promotion rules are based on the such parameters of decision making  process for the altering an decision making process required for the access to promotion in semblance to the position and status of others existing in the joint cadres of tangible results and services for the future welfare of employees under various schemes and claims of the employees, demanding their benefits in semblance to the training modules related to professional qualifications and upgradation, recruitment, promotion and transfers of the employees for effective system of work and conduct maintained by the Government and the department in this behalf of the selection and super selection for classification of posts and their future scrutiny, so that people working on the different posts and status may attain their seniority for their access to the grade/Rank for the qualified seniority, where no one could deny to follow service rules meant for the probationary period and further attainments, however all this schedule of training kept out of the penalties as per pay commission report issued as on 3-1-2022 by department of the Finance and earlier issued vide number:- Fin -C -B (7) -9/78 -lll Dated 28-7-1984 , but it is regretted for the follow up action by department of public Works and there is no final decision making at the levels of HOD, even clear vision of the Government to follow Department of Finance and personnel and remove discrepancies of cases if any existing in the cadre /grade /Rank for the promotional avenues given to various employees of the Government where found necessary and preferred by the individual concerned:-- Er Fateh chand Guleria Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
