ALL TRAINING MODULES FOR PROFESSIONAL UPGRADATION SHOULD INCORPORATE MATTER RELATING TO THE VIRTUES OF TRANSPARENCY AND OPEN GOVERNMENT AND RTI LAW, AND JUSTICE BE GIVEN TO THE VOLUNTEERS

It is becoming very difficult to have task on the welfare of public from the human being in the present circumstances of the work culture progression, where the Right to information Act totally making this creation of the demand and supply fruitful under law code manuals prefixed by the Constitution of India in this behalf. So in order to address the above, Government of India constituted a Task Force on suo motu disclosure under the RTI Act, 2005 in May, 2011 , which included representatives of the civil society organisations active in the field of Right to information, for strengthening compliance with provisions for suo motu or proactive disclosure as given in section 4 of the RTI Act, 2005 . Based on the report of the Task Force, the Government have decided to issue guidelines, keeping in view suo motu disclosure of more items under the said provisions of the Right to information Act, 2005.Further more the appropriate Government may, to the extent of availability of financial and other resources, develop and organize educational programmes to advance the understanding of the public, in particular of disadvantaged communities as to how to exercise the rights contemplated under this Act. Encourage public authorities to participate in the development and organisation of programmes referred to in Clause (a) and to undertake such programmes themselves; promote timely and effective dissemination of accurate information by public authorities about their activities and train central public information officers or state public information officers, as the case may, of public authorities and produce relevant training materials for use by the public authorities themselves. Keeping in view the above guidelines the appropriate Government shall, compile in its official language a guide containing such information in an easily comprehensible form and manner, as may reasonably be required by a person who wishes to exercise any right specified in this Act. The appropriate Government is also requested to follow aim and objective of the RTI welfare Association registered number HPCD, 3552 Bilaspur Himachal pradesh and update and publish the guidelines at regular intervals, being this responsibility of the state Government to appoint vacant posts of the SCIC and SIC and should provide the assistance available from and the duties of the State public information officers of a public authority, under this Act, where in it is revealed from the work and conduct of the voluntary disclosures and response from the public authorities that there is no update and regular compliance on the subject under trial and award for the promotion of the RTI and the RTS Act adjudication, being this need of the time as democracy working for the people and it is necessary to have cooperation and coordination between the public information officers and the officers responsible for addressing public grievances, however public facing problems:-- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number 9459334377
