DOCUMENTS REQUIRED BY THE VIGILANCE BUREAU FOR VERIFICATION OF ANY COMPLAINT DO NOT REQUIRE PRIOR APPROVAL UNDER SECTION 17-A OF THE PREVENTION OF THE CORRUPTION ACT ,1988.
The Heads of the department and the Secretary of the government has been declared responsible to supply relevant records to the vigilance bureau with in a period of fifteen days as per the letter and it is too necessary to verify the antecedents of the complainant to avoid wastage of the time .It has also been clarified that the documents called by the vigilance bureau for mere verification of any complaint do not require prior approval under section 17 -A of the prevention of corruption Act ,1988 .There these should be supplied with in the stipulated period.The said letter has been issued by the CS Punjab to all administrative secretaries/department boards /corporation heads commissioner's of all divisions and the DCs .Since the Punjab government has adopted the policy of the zero tolerance towards corruption, timely supply of documents or the information sought by the vigilance bureau for the purpose of verification is sine qua non (indispensable) for Swift action in the corruption cases .Further it clarified that officer not below the rank of a DSP with the prior approval of the SSP or AIG rank officer , would write a letter to the Secretary of the department,head concerned disclosing the complaint and the list of the documents or the information required for the case file.After receiving the requisition the department concerned will supply the photocopies of the records and the Secretary of the department concerned or HOD shall either himself look into the matter or depute the official next below his rank to ensure timely supply of the information.The vigilance bureau has also been directed the officers to verify the antecedents of the complainant,as for as possible to check it's authenticity to avoid wastage of time of the government machinery.
