POSTAL DEPARTMENT INTRODUCED DIGIPIN, IT IS HOPED THAT DIGIPIN WILL BE BENEFICIAL IN REMOTE AREAS INCLUDING RURAL AREAS, AS COMPARED TO THE PINCODE NUMBER

Delhi: The era of PIN codes, which were the attraction of postal addresses, is over, and the Indian Postal Department has introduced a digital address called 'DigiPIN' as an alternative. DIGIPIN will be the new address system in the country from now on. While traditional PIN codes cover a wide area, the 10-digit DigiPIN system represents the exact location of your home or business. Let's know what are the differences between PIN code and DigiPIN.

The Indian Postal Department has introduced the DIGIPIN system to understand the exact location. DigiPIN has a 10-digit digital code.  Instead of the traditional pin code, which covered a wide area, the DigiPIN will provide precise location information. That is, the exact location of your home or business can be found through this DigiPIN. You can find your home by visiting the government website designated for creating a DigiPIN and finding the code. The advantage of DigiPIN is that it will deliver correspondence to the right place and help emergency services such as ambulances and fire departments to reach it accurately by understanding the location. It is hoped that DigiPIN will be beneficial in remote areas including rural areas.

It is claimed that DigiPIN will be able to deliver parcels to the right location not only for correspondence, but also for e-commerce websites.

 *How to find your Digipin?*

The government website https://dac.indiapost.gov.in/mydigipin/home has been prepared to find your Digipin. By visiting this website and clicking on the location you have found, you can find out your 10-digit Digipin. What makes Digipin different from other address systems is that you can know your exact location within a radius of four meters. India Post has developed a geocoded digital address system called Digipin in collaboration with IIT Hyderabad, NRSC and ISRO. Digipin can also be used offline.

THE PROPOSED LEGISLATION OF RTI ACT, 2005 WILL PROVIDE THE RIGHT OF INFORMATION RECOGNISED UNDER ARTICLE 19 OF THE CONSTITUTION OF INDIA, AS SUCH EFFECTIVE FRAME WORK FOR APPEAL AND PENAL PROVISIONS AGAINST THE DECISION OF (PIO) SUGGESTED UNDER SECTION 20 .

The Government of India resolved that in order to ensure greater and more effective access to information, it is required that the freedom of information Act, 2002 must be made more progressive, participatory and meaningful. On this issue National Advisory Council suggested certain important changes to be incorporated in the said Act to assure greater and smoother access to information. After examining the suggestions of the National advisory Council and the others the Government decided to make number of changes in the law. In view of the significant changes proposed by the National advisory Council and others, it was decided to repeal the freedom of information Act 2002 and enact another law for providing an effective frame work for effectuating the right to information recognised under Article 19 of the Constitution of India. To achieve this object, the Right to information Bill was introduced in the Parliament accordingly. The important changes proposed to be incorporated inter alia, include establishment of an appellate machinery with investigating powers to review decisions of the public information officers ;penal provisions for failure to provide information as per the law ;provisions to ensure maximum disclosure and minimum exemptions, consistent with the constitutional provisions, and effective mechanism for access to information and disclosure by authorities, etc. In view of significant changes proposed in the existing Act, the Government also decided to repeal the Freedom of information Act, 2002 . The proposed legislation will provide an effective frame work for effectuating the right of information recognised under Article-19 of the Constitution of India. The Bill seeks to achieve the above objects . ACT 22 OF 2095 :-- The right to information Bill having been passed by both the Houses of Parliament received the assent of the President of India on 15th june, 20O5 . It came on the Statute Book as THE RIGHT TO INFORMATION ACT, 20O5 (22 of2005) (Sub-section (1) of section 4,sub-section(1) and (2) of section 5,section 12,13,15,16 , 24,27and 28 came into force on 15-6-2005 and the remaining provisions came into force on 12-10-2005).

RTI ACTIVISTS , VOLUNTEERS AND THE RESOURCE PERSONS WORKING FOR THE GOOD GOVERNANCE AND TRANSPARENCY IN ADMININISTRATION MUST INTRODUCE THEMSELVES IN THE CAPACITY OF A SUCCESSFUL KEY MEMBER, BEFORE THE DEPARTMENT OF ADMINISTRATIVE REFORMS ORGANIZATION.

It is necessary for the RTI activists, volunteers and the Resource persons to introduce themselves with the people you don't know and who don't know you and create interest among the people demanding free and fair justice from the system of governance for something meaningful and remarkable,stand out unforgettable during the course of findings and recommendations made by the RTI review and revision by the FAA and SIC or CIC in this behalf.The RTI act publications may be fruitful and revolutionary as well as ground breaking and amazing however it is necessary to pitch for coverage and introduction hoping that one will do something for the future compliance and betterment of others working for the good governance and accountability under law code manual prefixed by the constitution of India in this behalf for which talented people may be useful to doing the work and conduct as per provision made and created for the welfare of society and circle.The help of each other may be taken where found necessary to protect the fundamental rights of the common man demanding free and fair justice from the system of governance as working in the interest of justice and transparency in administration for which the government is responsible to do the needful however the public authorities are taking no cognizance of the delay and dereliction of duty and nor enforcing the efficiency in deciding the cases pending finalisation over 3 months even they are held responsible for correctness, completeness, accuracy and timely submission of the statements. The introduction of the RTI activists, volunteers and Resource persons working for the welfare of society and circle must be brought on the record of the department of administrative reforms organisation,so that necessary projection of the highlights may be accordingly adjudicated by the government in favour of the applicant, working for the good governance and accountability under law code manual prefixed by the constitution of India in this behalf.

POLITICAL PERSONALITIES MUST INTRODUCE THEMSELVES BY WAY OF THE ONFOOT YATRAS LIKE SHRI RAHUL GANDHI AND FOLLOW MISSION SOCIAL SERVICE OF THE SOCIETY AND CIRCLE.

People in India used to welcome their leaders and the political leaders must go in the public in such type of the long yatras as tracked on foot by Shri Rahul Gandhi during his journey travelled with the mission "Bharat Jodo Yatra " .

ACT WHILE INTRODUCED AND PASSED MAY NOT BE A COMPLETE CODE HOWEVER IT IS MANDATORY TO USE IN PLACE OF THE PARENT ACT AND WORK EFFECTIVELY TO PROTECT FUNDAMENTAL RIGHTS OF THE CITIZENS

DIFFERENCE BETWEEN ACT AND THE RULE:-- An Act is a law or the statute which has been passed by the legislature and approved by the President of India and the Rule on the other hand help in governing the law. They are secondary and used in the place to make the parent Act, to work effectively. And where as the Rule is a set of laws and regulations as well as the guidelines and the instructions provided for the smooth functioning of the work and conduct. When any Act is introduced and passed it is not mandatory that it is a complete code and manual  prefixed so by the study of protocol mentioned in the provisos to law and necessary development to invoke a sense of order in the fair deal and proceedings required to improve the statute and position must be accomplished. In other words we can say that Acts are laws but they are the the ones that are formed after passing from the legislature, where as the Rules defines the procedure of broad legal aspects and prospects under the provision made by law code manual prefixed by the government,more so the Act is the intention of law , describing the practice and applicability governing to the provisos of fines and penalties is the way to apply for the accomplished discharge of duty where as the Rule is clear in vision and provision under the law.

NATIONAL ADVISORY COUNCIL SUGGESTED IMPORTANT CHANGES IN FREEDOM INFORMATIONS ACT 2002 AND GOVT DECIDED TO REPEAL RECOGNISED UNDER ARTICLE 19

The freedom of Information Act,2002 has been made more effective access to information as found necessary for the participation, meaning ful , progressive and empowering Common man for which the National Advisory council suggested certain Important changes to be incorporated in the said act to ensure smoother and greater access to information .After examination of the suggestions made and and also considering the view points of others it was decided to repeal the freedom of information act 2002 and enact another law for providing an effective frame work for effectuating the right of information Recognised under Article 19 of the constitution of India.To achieve this object, the right to information bill was introduced in the parliament .

INTRODUCTION AND THE REGISTERATION OF EXISTING RTI GROUPS IS ESSENTIAL REQUIREMENT UNDER THE SYSTEM FOR GOVERNANCE

The various groups of the existing RTI act association working at various levels of the class of groups and the Activists working for the welfare of society and circle by online digital programming during the covid-19 pandemic must follow the instructions of the law code of manual required to be maintained by every group of the organisation in the interest of unity and integrity of the RTI promotion and wellness drive .As such every citizen of country has been empowered to follow the fundamental rights and exercise the option of the RTI act publications for which no one can deny any one to use plateform of the RTI act publications however in the case of association working for the welfare of society and circle at various levels of the RTI promotion and wellness group activities only class of the existing groups may be introduced and registerd with the competent higher authority under law code manual of the society formulated in this behalf of the requirements by the study of protocol mentioned in the state affairs of the Social welfare groups/ societies/ NGOs / association etc etc.obviously it is necessary for the class of all Activists and the groups as working for the workshop training and techniques Development of the new entrants joining hands with the different RTI groups regarding to come together at every level of the working and work for the agenda of discussion and meetings required to be followed at national level movement and compaign for the good governance and accountability as well as charter of public accountability and transparency in the administration and removal of corruption from the society and circle
