STATE GOVERNMENT OF HIMACHAL PRADESH, FAILED TO BRING CITIZENS CHARTERS, WHICH ARE MANDATORY, DUE TO DEFUNCT STATUS OF (SIC) FOR THE LAST ABOUT ONE YEAR

State Government of Himachal pradesh definitely creating a large huge delay and injustice with the citizens of Himachal pradesh, which is mandatory for each public authority Ministry/Department required for the performance made and judged by way of standard disclosure, may be qualitative or quantitative in nature, or temporal or statutory and required in order to ensure compliance related to functions that are being performed with the monitoring achievements against those standards and particularly linking these observations with the decision making processes by which the public can access to information but taking no cognisance under section 19(6) of the right to information Act, 2005 in the present circumstances of the defunct status and position of State Information Commission, however taking no decision in this behalf of the demand under public service facing delay and dereliction of duty as well as misleading information during this period of non - compliance by the State Information Commission, which is clearly against the norms of the democracy for the people by the people and to the people, as people are being harassed for their benefits under this provision of the Right to information Act, 2005 and also against the citizens charters, which are mandatory for each Ministry/Department/Authority, created for laying down norms of performance, linking them with the decision making process but are not followed, even in the cases of the RTI and the RTS act adjudication, hence definitely refers to involve them in the action against non compliance and dereliction of duty but people are helpless to have efficiency in the administration, because of such reasons, where there is no accuracy correctness and timelines for the Urgent/Immediate/general disposal of the cases pending before the public authorities even this much cross and pass of the defunct status of the State information Commission, list by way and virtue of which State campaign committee regularly trying for the sharing campaign messages and representations for the removal of such delays, however no public authority has taken review of this position of the sub section (3) and section 12 of the Right to information Act, 2005 , except the department of Administrative reforms, doing needful under law code manual but public authorities are silent on the captioned subject matter deliberation required to be noticed by the appropriate government for necessary appointments of the SIC and SCIC kept pending in this behalf of the duty and responsibility for last about one year of the duration of vacant slots in the SIC and idle government machinery, sitting idle in the said office of the Commission for Complaints and the Second Appeals before the institution, even complaints before the Honourable supreme Court and the High Court of Himachal pradesh is also proof and evidence on the record :-- Er Fateh chand Guleria Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377

STATE GOVERNMENT OF HIMACHAL PRADESH MAY REVIEW THE DECISION-MAKING OF SHIFTING OF (SIC) TO DHARAMSHALA DISTRICT KANGRA, IN THE PUBLIC INTEREST TO INSTITUTIONAL MECHANISM AT THE CAPITAL HEADQUARTERS SHIMLA

It has come to know from the Punjab Kesari today on 15-01-2026 that State Information Commission has been shifted from Shimla to Dharamshala District Kangra Himachal Pradesh and the state Government has again advertised the vacant posts of SCIC and SIC, so required against the vacant position of Shri RD Dhiman and Shri SS Guleria, list by way and virtue of which said issue has been more delayed for the required duty and responsibility under law code manual prefixed by the sub - section (3) of section 15 of RTI Act, 2005 in this behalf. The said infrastructure of the State Information Commission has been working since opening till date at Shimla and people are satisfied with the working of said office at Shimla, where they may take their other works with the Government at the levels of state capital and if it is changed from Shimla to Dharamshala district Kangra Himachal Pradesh they may not take such facilitation for their work and benefits of the capital headquarters at Shimla and there is no solid ground for this cause of change of headquarter of the State Information Commission, however it may create more problems to the applicants, keeping in view the central place for all at Shimla instead of Dharamshala district kangra Himachal Pradesh for which the Commissioners may take hearings of the applicants at Dharamshala district kangra in routine manner in the interest of public welfare instead of shifting the office from capital headquarters Shimla to Dharamshala district kangra Himachal Pradesh.
