CIVIL SOCIETY (TASK FORCE) WORKING FOR THE PROMOTION OF RTI AND THE RTS MUST BE GIVEN OPPORTUNITY TO ATTEND THE PUBLIC GRIEVANCES REDRESSAL SYSTEM OF ADMINISTRATIVE REFORMS, WORKING AT DISTRICT LEVELS AND RAISING THEIR VOICE AGAINST THE WORKING OF PUBLIC AUTHORITIES

RTI Activists, Volunteers and the Resource persons,in order to work for the good governance and accountability must have opportunity to follow representation of civil society organisations active in the field of Right to Information Act, required for the strengthening compliance, based on the report of the task force, doing needful for the promotion and awareness of the RTI and the RTS act adjudication under the provision made by the clause (a) of sub section (1) of section 26 , casts a responsibility on the Government of states to to develop and organise advance understanding of the public about exercise of their right to information but during the course of such meetings and discussions political opportunity is given to the political parties and their members however the real involvement of the various groups and civil society members doing needful under the provision of gigantic task creating awareness among the general public are not nominated for the meetings and discussions held in the public grievances redressal mechanism for the working of involving non- Governmental organisations in doing needful under the awareness drive of the administrative reforms organisation taking cognisance of the demand under public service and committed to do the work and conduct of the transparency and accountability but it is regretted to point that Representatives of the Non Governmental organisations are not given said opportunity for the awareness of access to information, setting out the practical regime of the right to information for citizens under the control of the public authority and where the RTI activists and volunteers and the resource persons are only conflicting these interests while preserving the paramountcy of the democratic ideal, wherein it is expedient to provide for furnishing certain information who desire to have it but such civil society members are not given this opportunity by the district administration for their meetings on the captioned subject and which is highly objectionable matter of fact and concern to be notice by the all concerned doing needful for the public welfare and calling for the administrative reforms quarterly to their representatives where the claims of the Civil society members working for the welfare of public under RTI and the RTS is genuine and could not be denied under the provision of the guidelines for information seekers under the RTI Act, 2005 memo dated 8-11-2007 , empowering citizens to promote transparency and accountability in the working of the Government, contain corruption, and to make the system of democratic reforms for the welfare of people in the real sense of the disclosure in respect of the particulars of its organization, functions and duties, as taking cognisance of the corruption and human rights violations:-- Er Fateh Chand Guleria, Director RTI welfare Association, Registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377

MINUTES OF MEETING HELD ONLINE TURNOVER AND FOCUS FOR THE AWARENESS DRIVE BY GROUP IDENTITY REGISTERED NUMBER HPCD 3552 , SUMMARIZING, RTI, RTS, RTE, FOOD SECURITY AND THE AYUSHMAAN BHARAT ISSUED FOR THE WELFARE OF GENERAL PUBLIC (30-4-2025)

An online RTI meeting was held on 30-4-2025 through digital mode of discussion and arguments at 9 pm to 10-30 pm which was attended by Shri Sanjay Shukla key member from the Bihar, Shri Prem Singh Tangania from Solan district of Himachal pradesh, Shri Uttam Chand Vashishth from Chamba zone and BDC Jadera, Shri Roshan Verma from Chamba zone, Shri Paras Sharma and some other members of the society taking cognisance of the online observations of the discussion and arguments held with enlightenment comes to bear witness where we all are in a state of vulnerability and listening to the key members and guides vested in the interest of good governance and charter of public accountability, mortal pain of human beings and a concern of the every individual to do needful and have improvement in the work and conduct of the reforms. Shri Sanjay shukla took cognisance of the priority for aim and objective and care for the look into the matter related to the Right to education, right to public service guarantee, food Security and the Ayushmaan Bharat, working for the welfare of general public however people are not getting perfect compliance and information from the government corridor and this position is definitely creating unawareness in the society and circle as getting no required benefits from the Schemes and programmes of the Government of India as well as the state Government too responsible for the share evaluation and awareness among the needful facing problems because of the social and spiritual values of the contradictions made by the public authorities instead of to follow the notifications time to time issued by the Government to take benefits of the said schemes and programmes. IT WAS AN OCCASION ON 23-06-2023 WHEN GENERAL HOUSE MEETING OF THE MALARI BALH SINA CO-OP SOCIETY WAS ATTENDED TO CREATE THE AWARENESS ABOUT RTI ,RTS AND THE WHISTLE BLOWERS PROTECTION ACT -2014 .

Today it was an occasion when the annual general house meeting of our local cooperative society (Malari BalhSina) was arranged for the routine check up of the work and conduct of the cooperative federal structure working for the welfare of area and circle covered under the jurisdiction of the society. The meeting was scheduled under the provision made and created for the approval of the general house.In the said meeting more than sixty members were present and the Inspector of the cooperative society and Civil supplies corporation were also present. The RTI welfare Association Registered number HPCD 3552 has too been represented on the occasion of this celebration in which awareness drive movement and aim and objective of the RTI welfare Association brought to the notice of the all active members present on the occasion. Various groups and social activists of the area attended the meeting on the occasion and enjoyed a lunch after conclusion of the said meeting of the general public (share holders) .The president of the Government aided society honoured the social workers and activists working for the welfare of society and circle and the meeting was concluded after its report before the general public with the thanks for cooperation and support to cooperative movement of the ongoing system for service and rendered by the government in this behalf of the aid and support for public welfare and facilitation on the basis of which the government aided societies are working in the present system of governance and charter of public accountability as providing various facilities to the BPL and other concerned .

DIGITAL MEDIA PLATFORMS WORKING FOR ACCESS TO INFORMATIONS CREATING AWARENESS DRIVE MOVEMENT AMONG PEOPLE THROUGH ONLINE SYSTEM OF GOVERNANCE AND TRANSPARENCY IN ADMININISTRATION

Digital Media Association in Himachal Pradesh working for the welfare of society and circle since long has become need of the time and hour for which the RTI welfare Group/ Society Registered number HPCD 3552 too initiating regular access to information and the queries and questions based on the delay and time taken by the public authorities responsible for the good governance and accountability and also to make people responsible for what they are doing to make them responsible and ask for the decision making body to do the needful under law code manual prefixed by the constitution of India. It is of course a good idea and suggestion for the Citizens of country and the Society and circle where the main objective of the RTI welfare Association is related to the delay and time taken for the information contained in the public domain and asked under the provision of demand under public utilities and the information lies with the record of the government and the department how to dealing with the provision made in a time bound manner is a matter of observation and charter of public accountability for which the provision of the RTI act publications and too the RTS act adjudication has been empowered by the government to protect fundamental rights of the people of country. It is necessary for the RTI activists, volunteers and the Resource persons to first look at the things in a proper prospective and observe the documents related to the informations obtained and contained in the public domain only then release the digital data and information to the citizens of social service and required Administrative reforms for which the government is working under law code manual prefixed by the Constitution of India and doing the needful in the interest of justice to Common man demanding free and fair justice from the system of governance.

THE RTI ACTIVISTS HAVE CONSTRUCTIVE ROLE IN IMPLEMENTATION AND MONITORING OF THE TRUE DEMOCRACY

Administrative departments dealing with the public programmes , policies and the welfare of society and circle may be asked for the good governance and accountability under law code manual of the RTI act publications since 2005 by way and virtue of which the gap between the common man and the administration has come down .The people may query under the required information related and pertinent to the welfare of Citizens demanding free and fair justice from the system of governance for which the role of the RTI activist is very important as dealing with the problems of the society and circle however the Public authorities are responsible to protect the fundamental rights of the common man facing corruption in the administration and demanding transpancy in the administration for which the charter of public accountability must be brought under the provision of law and rules failing which there is no logic to defend the empowerment delivered by the government of India

DEVELOPING ON LINE MOVEMENT OF THE RTI ACT AND ORGANISATION FOR REDRESSAL OF THE GRIEVANCES OF COMMON MAN HAS BECOME n

In fact the people of country facing problems due to corruption and unfair means of the Administrative reforms required for the good governance and accountability as well as charter of public accountability have no knowledge and experience as well as understanding of the empowerment delivered so by law code manual of the RTI by constitutional provisions made for the welfare of society and circle in this behalf by the GOI since 2005 by way and virtue of which only middle class people are demanding free and fair justice from the system of governance through the prescribed provision of the RTI .The middle class people of the society and circle are also facing problems due to financial standing and economic discrimination by the public authorities and the system's opportunities given to the citizens by the government by way and virtue of which the RTI act publications has been used and exercised by the very few number of people securing their rights and privileges through demand under public utilities hence it has become necessary to protect the fundamental rights of the common man living in the society and circle so that every citizen may be able to get the benefits of the RTI act publications for which it is necessary to organise the class of groups in the field of RTI publications and raise the demands ,as per the demand under public utilities and provision made by the government to protect the benefits of the common man demanding free and fair justice from the system of governance however not aware about the things to be verified and monitored by the Citizens of the society and for which the required RTI awareness drive against the corruption and transpancy in the administration could not be ignored by the group organisations working on the captioned subject matter deliberation noticed by the online schedule of events arranged for the agenda of discussion and meetings under digital platforms/ programming

SOCIAL AUDIT IS VERY ESSENTIAL IN THE INTEREST OF THE SOCIAL JUSTICE SO REQUIRED TO REMOVE DISPARITY AMONG THE SYSTEM FOR GOVERNANCE

SOCIAL JUSTICE AND THE INSTITUTIONS AUDIT: Social justice is required necessitated necessity of the democratic set up of the country to maintain good will guestor of the society and circle however disparity could be realised by the study of protocol mentioned in the monitoring and evaluation of implementation of the law code manual of the review and re-examine of the process followed by the Public authorities in this behalf to benefit people of the country for which a social audit is demand under public utilities in which people/ community work with the government to verify the facts finding report related to the implementation of the schedule under instructions as well as the monitoring and evaluation of the planning and design as well as scope under the provision made indeed of the policy maintained by the government for which the process of Social auditing could not be ignored by the government to deliver good governance and accountability which is critically depending on the wide dissemination of the all concerned and the relevant information related as to the Government or the social audit of the institution working for the welfare of society and circle.The social audit are conducted jointly by the government and the people especially by those people who are affected by the intended beneficiaries of the activity being audited for the required demand under public utilities
