MINUTES OF ONLINE RTI MEETING HELD ON 29-12-2025 (6-15PM TO 7.00PM) UNDER THE BANNER OF RTI WELFARE ASSOCIATION REGISTERED NUMBER HPCD, 3552 , BILASPUR HIMACHAL PRADESH, REQUESTING THE GOVERNMENT TO APPOINTMENTS OF SIC AND SCIC AND DELAY AT THE LEVELS OF APPROPRIATE GOVERNMENT, THERE OF

It was an occasion today on 29-12-2025 when attended an online meeting of the RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh at 6-15 pm to 7.00 pm which was attended by Shri Yog Raj Mahajan, Shri Pyar Muhammed Shri Uttam Chand Vishishth on the captioned subject of appointment of Designated posts of the SIC and SCIC required to be established under section 15 and sub section (1) and (3) of the RTI act, 2005 but the state Government of Himachal pradesh taking no cognisance on the issue and matter even this much cross and pass of delay in decision making . The complaints and the Appeals are pending before the Commission where there is no Commissioner for hearing the Appeals and complaints . The matter has been time and again brought to the notice of the department of administrative reforms and the Honourable Chief Minister of Himachal pradesh but no action has been taken in this behalf of the demand under public utility and service for the welfare of society and communities facing corruption and delay in deciding the matters related to access to the information . On the other hand the First appellate authorities are also reluctant to follow section 19(6) of the RTI act, 2005 even they must decide cases under this provision of the RTI in their own capacity or issue necessary directions to the public information officers for the needful after review by the higher authority and intervention for the required implementation competent to take action against the public information officer. The meeting further decided to continue for the protection of action taken in good faith and have mechanisms on the captioned subject deliberation required for the agreement with decision making by way of quasi judical function and see to it that the justice is not only done but it should also appear to have been done, In order to do so the, the order passed by the appellate authority should be a speaking order giving justification for the decision arrived at, however it is regretted for the non compliance at the levels of public information officers and the directions issued by the FAA are ignored by the public information officers which is highly objectionable matter of fact and concern to be notice by the Government but the state government taking no cognisance on the captioned subject and complaints are kept pending by the HOD and the Secretary of the Department, even number of requests and reminders for the reexamine of cases and have disciplinary recommendations against the such officials/officers.The meeting was ended after the conclusion made for continuity and access to information at the levels of public information officers and to follow section 19(6) of RTI act, 2005 :- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377
