GOVERNMENT EMPOWERING THE CITIZENS TO BRING CORRUPTION ON THE NOTICE OF THE APPROPRIATE AUTHORITIES, FOR ACTION UNDER LAW, WHERE THE RTI IS WORKING AS A WEAPON

CASH TRANSACTIONS AT NATIONAL HIGH WAY FEE PLAZAS MAY END ON APRIL FIRST

In a statement issued by the National Highway Authority of India from New Delhi, Commuters using National highways may not be able to pay user fees in cash and have to rely entirely on. digital payment modes --- FASTag and UPI --- at toll plazas. National highway authority of India further stated that, it was contemplating completely discontinuing cash transactions at NH fee plazas across the country from April, First. According to current norms, vehicles passing a toll plaza without a valid functional FASTag are charged twice the applicable toll if the payment is in cash. Those who opt to pay via UPI are charged 1.25 times the user fee for the applicable vehicle category. The payment through the UPI was introduced in November as an alternative to discourage cash payment, which was then around 2% of all toll collection. By now, cash payments have dropped to almost 1% , which is half of what was collected in cash just months back. All toll plazas have a UPI system for making payments, as per the official statement and it is learned that while cash payments are likely to be disallowed from April, government is working to sort out the issue of penalties of the overloading, that are presently paid largely in cash. A proposal is under consideration for rationalizing and facilitating cash less overloading penalty payments. The proposed measure is aimed at consolidating the gains achieved in electronic Toll Collection and strengthening the efficiency and reliability of fee plaza operations. The transition will help to enhance the ease of commuting for NH users by improving lane through put, reducing congestion at fee plazas and bringing greater consistency and transparency in toll transactions. It further stated that plaza level assessments indicated that cash - based payments contributed to congestion, increased waiting times during peak traffic periods and transaction related disputes:-- Er. MINUTES OF ONLINE RTI MEETING HELD ON 7-2-2026 UNDER THE BANNER OF RTI WELFARE ASSOCIATION REGISTERED NUMBER HPCD, 3552 , BILASPUR HIMACHAL PRADESH (RTI ACTIVISTS UNDER THREAT AND DANGER)

An online RTI meeting was convened today on February 7,2026 right from 7pm to 8-30 pm under the banner of RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh which was attended by Shri Pyar Muhammed, Finance Secretary of the Welfare Group, Shri Prem Singh Tangania from Solan zone and member of the state welfare Association, Shri Uttam Chand Vashish former BDC member of the Jadera ward and Group Coordinator for task force activities related to the awareness drive movement, Shri Roshan Lal Verma from Chamba zone and Shri Tarsem Bhardwaj along with some other new era entrants of the area too remained present for the event on the captioned subject matter related to the various problems of the active members of the society and circle. Shri Prem Singh Tangania Executive Member from the Solan zone has taken issue and matter of FIR against him which has been revengefully manipulated by the Tampo union leaders by involving a lady of area in the false involvement of man handling which is wrong and incorrect as no such question of FIR could be accepted in the matter and it is an incorrect and illegal thinking of the third party involved in this behalf of the FIR. SUPREME COURT SLAMS WHAT'S APP, META OVER PRIVACY POLICY, SET TO PASS INTERIM ORDER ON FEBRUARY, 9

The Supreme Court on Tuesday came down heavily on Meta platforms Inc and WhatsApp while hearing their Appeals against a competition Commission of India order imposing a penalty of rupees 213.14 Crore over the privacy policy, saying tech giants cannot "play with the right to privacy of citizens in the name of data sharing" A bench comprising Chief Justice Surya Kant and justices joymalya Bagchi and Vipul M Pancholi said that it will pass an interim order on February 9 and the top Court ordered that the Ministry of electronics and information technology be made party to the petitions. It was hearing appeals filed by Meta and WhatsApp against a National company Law Appellate Tribunal (NCLAT) judgement that upheld the CCIs findings of abuse of dominance, while granting limited relief n advertising-related data sharing. The Court further said that, You can't play with the right of privacy of this country in the name of data sharing, The Court will not allow to share a single word of the data, either you give an undertaking, as you can not violate the right of privacy of citizens. The Chief Justice further stated that the right to privacy is zealously guarded in the country and noted that the privacy terms are, so cleverly crafted that a common man cannot understand them. STATE GOVERNMENT FACING PROBLEM BECAUSE OF REDUCED RDG IN HIMACHAL PRADESH AND IT IS NECESSARY TO CONTINUE THE GRANT IN HILL STATE, AS USUAL IN THE INTEREST OF JUSTICE

Supreme Court has recorded its agreement with a petitioner that mere self-declaration of the caste identity by an individual during the proposed caste enumeration in 2027 could not help in accurate determination of SC, ST and OBC population. Senior Advocate, while appearing before the honourable Court of CJI Shri Surya kant and justice joymalya Bagchi told that the directorate of census operations, which has commenced preparatory work for the census 2027,has not disclosed, any predetermined criteria or the standardised methodology, required for recording the caste identity of people belonging to the SC, ST and OBC categories during the census. COMPLAINTS AND APPEALS ARE KEPT PENDING BY THE STATE INFORMATION COMMISSION BECAUSE OF VACANT SLOTS IN THE POSITION OF (SCIC) AND (SIC) SINCE RETIREMENT OF THE FORMER DESIGNATED POSTS

It is becoming difficult to decide the related and pertinent issues of the RTI and the RTS  , as the State information Commission is working without single designated post of Commissioner, since long and the FAAs are taking no cognisance of the First Appeals in this behalf of the quasi judicial function under Section 19(6) of the Right to information Act, 2005 . Members of the society and circle are thinking to left the much needed process of the Second Appeals, keeping in view the vacant slots of the SCIC and SIC where number of requests have been made before the appropriate Government to issue necessary orders of the appointments of SCIC and SIC but there is no decision making at the levels of higher authority and people are facing problems because of this break down in the system generated by the government for transparency and accountability in the need to be honest for the duty and responsibility, as such it is not just a legal obligation but also a moral imperative and a policy reforms at the levels of the state Government, where in the Government of India has appointed all the vacant posts of the CIC after decision of the honorable Supreme Court of India but it is regretted to point the non compliance at the levels of state Government of Himachal pradesh and there is no mechanism for the second Appeal, and the staff of the State information commission very much idle because of this failure of the administrative positions, kept vacant since the retirement of the former post of SCIC and SIC for which the demand and the right to process second Appeals before the Commission has yet no security analysis, where in very few public authorities are taking cognisance of the section 19(6) of right to information Act, 2005 in the capacity of First Appellate authority and in general number of complaints and Appeals are kept pending at the levels of FAA and SIC, even though cases are overdue for the decision making at every levels of the Appellate authority:-- Er Fateh Chand Guleria, Director RTI welfare Association, Bilaspur Himachal pradesh phone number 9459334377
