MGNREGA IS NOT JUST A SCHEME BUT ALSO A RIGHT TO SEEK EMPLOYMENT FOR WHICH KNOWLEDGE AND INFORMATION MUST BE OBTAINED FROM THE SYSTEM GENERATED BY THE GOVERNMENT/DEPARTMENT.

Mahatma Gandhi National Rural Employment Guarantee Scheme is working for the livelihood of the rural area people demanding their employment guarantee from the Gram Panchayat department or the RDD however people are facing problems due to wrong implementation of the procedure laid down by the Government of India and it is becoming necessary to create the awareness amongst the weaker sections of the society and circle living in the rural areas and ignored by the administration to demand and receive what is rightfully given to them by the Act of this scheme, so that they may seek livelihood with dignity and be able to get their job with in the surrounding areas of their native place however the Panchayati Raj Department taking no cognisance of the issued guidelines and instructions time to time laid by the Government of India and the state government to bring transparency and accountability in the community people residing in the rural areas for which the Panchayati Raj department is responsible to follow procedure laid and do the needful under law code manual but it is felt during the social audit reports and inspections that there is no transparency and accountability in the manner of their employment guarantee and assurance given by the Code for consideration for which the sanctioned schemes of the Mahatma Gandhi National Rural Employment Guarantee Scheme kept pending and no employment released with the productive results of the working schedule required to be maintained by the every Gram Panchayat responsible for the awareness and employment guarantee and work to capable of doing the manual labour, and it should be recognised as a right of the labourers to get work with in the jurisdiction of five km, as such it is not just a scheme, but also a right and for which if work is not made available to a person seeking his livelihood/work, he/she can only demand work but also get compensation for not getting the work of his tentative schedule prescribed by the Act ibid in this behalf. As such results can only be obtained only when it is implemented in letter and spirit and for which the people themselves will have to get involved if there has to be a real and strict implementation of the scheme. As such there is a special provision of the social audit that has been incorporated in this scheme for which the RTI welfare Group Registered number HPCD -3552 , Bilaspur Himachal pradesh is working on the said provision and process of the activities and taking issues and matter with the Role of the various stake holders . The government of India and the state government must bring greater transparency and accountability in the programmes and schemes of this employment guarantee and improve the financial position of the poor people and weaker sections of the society and community demanding their livelihood from the government under law code manual prefixed by the Mahatma Gandhi National Rural Employment Guarantee Scheme/Act for participation and understanding empowering poor people to do this job with the provision made and created for the welfare of society and circle.

GOVERNMENT MUST FOLLOW e-BILLING SCHEDULE FOR COLLECTION OF PAYMENT IN THE DEPARTMENT OF I&PH AND ELECTRICITY TO BENEFIT PEOPLE

The department of Irrigation and the public health and the department of the Electricity should follow e- billing schedule and the e- office module for the welfare of society and circle and also to align with the provision required for the simplified, responsive ,effective and the transparent working of their departments .The staff is already working on the captioned subject matter deliberation required for the e-office and e- billing schedule of the SoP, dak receipts and there is no problem to scane and convert the same into the e- billing schedule and module of the payments. The HOD must issue necessary directions to the department of public service utilities and benefits to go paperless and work for the good governance and accountability act failing which there is no logic to follow the system of e-billing and payments. It is particularly mentioned here that the department of public health and Irrigation as well as the Electricity are not collecting the payments of bills at the level of the section head quarters and people are facing problems for which the e- billing schedule and module of payment must be furnished for the welfare of society and circle as the department concerned are responsible to deliver said facilitation to the citizens of country

SCHEDULE UNDER PUBLIC SERVICE GUARANTEE ACT -2011 YET TO BE DISCHARGED WITH THE RESPONSIVENESS BY SOME OF THE DEPARTMENTS

Public service guarantee act has been issued in the state during 2011 by way and virtue of which some of the essential services have been declared time bound for the accountability and responsiveness to protect the fundamental rights of the Citizens demanding transpancy and accountability in the administration however every work of the demand under public utility is required to be made time bound under public service guarantee act issued by the state government for which Complaint may be furnished before the public authorities if any work and service required to be furnished by the government is not done well with in the law of limitation prefixed by the study of protocol mentioned in the charter of public accountability and responsiveness by the department concerned for which some of the department has yet taken no suo motu cognizance of the public service guarantee act 2011 even though every department of the state government is responsible to bring public services under the provision of said act and conduct of the law code manual particularly issued for the welfare of Common man demanding free and fair justice from the system of governance.

REGARDING LANGUAGE OF THE COMMISSION

LANGUAGE OF THE COMMISSION :-- An Appeal or a Complaint may be filed in English or in Hindi and all the documents or copies thereof shall also be filed in English or in Hindi. Where a document, in original, is in a language other than English or in Hindi, a certified authenticated copy of its translated version in English or in Hindi shall also be filed along with the original.This shall also apply in the case of a counter statement, rejoinder , reply or any other document or documents filed before the Commission (2) The proceedings of the Commission shall be conducted in English or in Hindi.
