DEPARTMENT OF LANGUAGE, ART AND CULTURE, FAILED TO SUPPLY REPORT OF 1961 CENSUS, RELATED TO IDENTITY OF EXISTING (PAHARI BHASHA) REQUIRED FOR THE PROMOTION OF SOCIETY AND COMMUNITY SERVICES

It is surprising that we do not know the precise composition of Indian society and we also don't have an accurate list of language spoken in our country and States and their scripts and the idea of carrying out an appropriate survey of languages in the sub continent was proposed very earlier in 1886 by George Abrahim Grierson and after years of survey on the captioned subject matter deliberation required to be made research for the difference, it is revealed that the India is a union of states , however the country depends on the data gathered during the census, where in the 1961 census reported 1652 mother tongues. The 1971 census had a list of 108 languages plus another classification called others. The 2011 census had listed 1369 mother tongue and 121 languages , however it is not understood, why 283 mother tongue disappeared during the half century between 1961 to 2011 . RTI reveal issued by state government of Himachal Pradesh vide number 1645 dated 10-6-2026 is also silent on the captioned subject matter deliberation required to be taken on record about (Pahari bhasa) mother tongue so used in speaking orders by the people living in Bilaspur, Hamirpur, Kangra and Mandi, as their local language more over the department of the language art and culture failed to supply information related and pertinent to the identity of existing pahari bhasa since first census report so gathered during 1961 census to date clarification whether yet existing, or disappeared or dissolved by the next census. THE SUBJECT SHOULD BE MENTIONED IN COMMUNICATIONS AT THE TOP , IN A MANNER TO GIVE THE READER AN IMMEDIATE IDEA OF THE CONTENTS.

In simple and straight forward cases or those of repetitive nature, standard forms of communication should be got approved and used rather than attempting a draft in each case. Such cases may be submitted to the appropriate officer for signature. A draft should carry the message sought to be conveyed in a language which should be clear, concise and incapable of misconstruction. It should contain simple sentences in simple language, it should be broken up in to the paragraphs where ever required for the easy reading, and the paragraphs should be numbered. Lengthy sentences, abruptness, redundancy, circumlocution, superlatives and repetition of whether words, or observations or ideas should be avoided. Use of slovenly or colloquial words in the drafts are forbidden. The language of the draft should be courteous, temperate, polite and free from personal remarks or insinuations. As for as possible, the subject should be mentioned in communications at the top in a manner to give the reader an immediate idea of the content of the letter. Official communications emanating from a department of the government and purporting to convey the views or orders of the Govt must specifically be expressed to have been written under the directions of the Government.

JUDICIAL WRITTING SHOULD BE EASY TO UNDER STAND LANGUAGE IS AN OBSERVATION OF THE HONOURABLE SUPREME COURT VERDICT TO THE HIMACHAL PRADESH HIGH COURT, AND NOT MEANT ONLY FOR JUDGES AND LAWYERS, BUT FOR THE LITIGANTS.

Honourable Supreme court of india cajoling constitutional court judges to shun complex language and pen judgements in an easy to understand flow and the supreme court sent back an incomprehensible verdict to Himachal Pradesh High court for fresh consideration saying judgements must make sense to litigants.A bench of justice DY Chandrachud  and AS Bopanna said use of complex and long sentences in the judgements defeat the efficacy of judgements and it's delivery as they confuse litigants as to how and why a court rendered a particular decision.Terminng the judgement of a division bench of HP High court incomprehensible and difficult to navigate through even for the supreme court judges who have spent more than two decades as constitutional court judges, the bench said,A litigant for whom the judgement is primarily meant would be placed even in more difficult position, untrained in the law ,the litigant is confronted with language which is not heard , written or spoken in contemporary expression.Further it is stated in the judgement that Language of the kind in judgement defeats the purpose of judicial writing and the purpose of the judicial writing is not to confuse or confound the reader behind the veneer of complex language.The bench said that the judgements have the precedential values and are not meant only for the judges and lawyers .
More so the primary job of language is to communicate as the judgements and orders often involves the common people and they should be intelligible to them .

REGARDING LANGUAGE OF THE COMMISSION

LANGUAGE OF THE COMMISSION :-- An Appeal or a Complaint may be filed in English or in Hindi and all the documents or copies thereof shall also be filed in English or in Hindi. Where a document, in original, is in a language other than English or in Hindi, a certified authenticated copy of its translated version in English or in Hindi shall also be filed along with the original.This shall also apply in the case of a counter statement, rejoinder , reply or any other document or documents filed before the Commission (2) The proceedings of the Commission shall be conducted in English or in Hindi.

It is necessary to follow global system of mindset and study for reading the world wide language and culture if to attain the required semblance in equation to the situation and position of others

The country is professinally continued with the English language and system of techniques for the explanation of law and rules as well as the monitoring and evaluation of implementation of the proposed legislation and legislative impact assessment and management system of the state and the country for which the government of India and the state government is responsible to protect the safety measures of the common man demanding free and fair justice from the system of the proposed profiles and adjudication of the court of law and rules as well as the other agencies working for the welfare of society and circle .It is also mentioned here that the medical as well as the engineering professional courses and the activities as well as the required charter of duty and function have also the study and practice of control by the English language more over the world wide use and exercise of the language English has become general practice all over the global impact and utility for the modern science and technology which is a fact and concern of the understanding and for which there is no challenge before the public in the present scenario of the functional activities by the study and protocol mentioned as in the system of demand under public utilities however time to time the demand for use and exercise of the National language Hindi have been raised before the government by many organisations and the groups in function for due requirement of the proposed prospects for the admissibility  but of the no use and issue still pending for execution under law and the codes required to be maintained by the government in all professional activities.
