Government should protect fundamental rights of citizens while monitoring and evaluating the restrictions imposed on the policy for mining laid as by the law and code to maintain ecological balances

MINING POLICY OF THE GOVERNMENT AND MONITORING AND EVALUATION OF THE SYSTEM:-- The mining policy of the government is responsible for the illegal mining in the state as such the policy is only working for the welfare of crusher owners and not taking any cognizance of the complaints by the common man demanding relaxation for the releasing of permission to lift water borne aggregates as well as the boulders for use in the field of agriculture and horticulture development which is not available otherwise in the private lands in general as it could only be obtained from the beds of the major rivers however the government has taken no initiative even though permission could be granted by charging the royalty as the demand under public utilities with the demarcation for removal of uproar level material instead of excavating the pits for collection of the illegal mining denied by the study of impact assessment and allowed by the law and code with proper control and prevention measures required for the bed protection at appropriate level of the river bed and the surfaces The crusher owners on the other hand are using heavy machinery for lifting the bed materials and ignoring the directives of the law and codes however their interests are protected by the government even by amendments of the issued notification which is wrong and irregular course of action by the study of impact assessment realised by the code of practice and observations restricted under the provision of monitoring and evaluation for which the government must enforce the mining policy in its letter and spirit and to maintain the ecological balance but the illegal mining still continued to get the bulk quantity from the beds for which the penal action as per law and code must be approved by the government to safeguard the interests of the legal mining policy by analysing the rate per unit volume fixed at the site of work as the crusher owners are charging very higher rates from the consumer and there is no substitute for the said materials.
