GOVERNMENT IS RESPONSIBLE TO MAKE PROVISION OF SUB -SECTION (3) OF SECTION 12 AND 15 AT ONCE FOR THE APPOINTMENTS OF COMMISSIONERS AND START FUNCTION OF THE DEFUNCT (SIC) IN THE INTEREST OF JUSTICE TO PEOPLE OF HIMACHAL PRADESH

Rules generally lay down the standard operating procedure required for implementation an Act or code for consideration. While they cannot contradict the provisions of the parent legislation, they become crucial where the law is broad or open ended. It was expected that the rules would help moderate some of the contentious aspects, however those expectations appears to have been belied , more so the rules could have addressed the adverse affects on such pendency related detrimental restrictions on the captioned subject matter deliberation required to be decided for the welfare of use to the Act and advice , but it is regretted to point the prevention of such lapse and delay in deciding the cases pertinent to the appointment and renewal , where the cases are kept pending and no urgency is felt for the welfare of society and circle and people are being harassed by way of non compliance and adverse effects against the commitments made for the time of appointment, even tenure reduced from five year to three years of duration is owned or controlled but there is no efficient performance in the function of the government corridor and the cases are kept pending without any solid reason of the delay and dereliction of duty, prefixed by the code for consideration, however , silent on the issue and matter and no appointments in the manner specified in sub section (3) of section 12 and 15 are made in the office, even after a period of one years of the duration is proof and evidence and the people facing problems because of the defunct position and status of the State Information Commissioner in Himachal Pradesh, where any one may be appointed having eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and the good governance:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
