PEOPLE ARE FACING DIFFICULTIES WITHOUT DECISION-MAKING PROCESS AT THE LEVELS OF (SIC) AND THERE IS NO ALTERNATIVE EXCEPT TO APPOINT THE SIC AND SCIC

The democracy working for the welfare of people of country is definitely making entitlements for the all in dignity and continued for the democracy by the people to the people and for the people, however it is not an administrative reforms under law code manual prefixed by the Constitution of India in this behalf, where it is necessary to prioritise the things before the Government, working for the welfare of people of country and doing needful under law code manual prefixed by the parliamentary democracy of our country, where  federal structure of our country not allowing the negative affirmations and the  entitlements determined by the parliamentary democracy of our country, however it is not implemented in the interest of general public and citizens of the country, empowered in this behalf of the access to information under RTI and RTS for the citizens charters which are mandatory, for each Ministry/Department/Authority, created for laying down norms of performance for the monitoring and achievements against those standards, list by way and virtue of which people are compelled to follow First Appeals and the Second Appeals for their relief and correction as well as administrative reforms under law code manual prefixed by the Constitution of India in this behalf, however there is no timelines for accuracy and correctness, even the SIC is in defunct position since long and there is no decision making process for last one years of the duration and people are facing problems due to delay and dereliction of duty where there is no alternative as such section 19(6) of the RTI Act, 2005 also ignored by the Head of the Departments and on the other hand the High Court authorities are reluctant to follow action against the defaulters, without decision-making required at the level of the (SIC) more over departmental proceedings may be concluded by the Administrative reforms under law code manual prefixed by the FAA, but it is regretted for the non - compliance at the levels of public Information officers:- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
