POLITICAL PARTIES ARE RESPONSIBLE TO FOLLOW CITIZENS CHARTERS, WHICH ARE MANDATORY, FOR EACH MINISTRY/DEPARTMENT/ PUBLIC AUTHORITIES

Political leaders and parties are blaming each other and damaging the environment of good governance and accountability in the system mountained by the Government for the determined democratic resistance, More so, if institutions are captured by the political parties and the electoral system manipulated from voter rolls to vote counting as well as declaration of the results, what option remains for the people who inherited a Constitution that envisions the country and its democracy for the people by the people and to the people and taking cognisance of the secularism sovereignty and the socialism for our democratic republic, where we can no longer afford policies that have proved disastrous for the country and the vast majority of living people under the system generated by the Government for ongoing capitalism that is working on the captioned subject of resources through the investment, where people are compelled to follow Right to Information and the Right to citizens charters, as facing ignorance of law code manual prefixed by the Constitution of India in this behalf, even though and more over,  citizens charters which are mandatory, for each Ministry/department/Authority, created for the norms of performance for major function and the monitoring achievements against those standards, more over prepared by the Ministry/Department as part of the results, frame work document of the department/organisation and should be proactively disclosed, with required six monthly report on the performance against the benchmarks, set in the citizens charters must have all relevant information related to the department concerned, displayed on the website of the public authorities, but it is regretted for the non compliance and delay and dereliction of duty at every level of the timelines, where people are compelled to follow complaints and Appeals under the provision made where there is no functional status of the State Information Commission for the last one year and the RTI and the RTS Act adjudication in problem, sustained with determined democratic resistance for the symbolic results on the captioned subject of monitoring and reporting for the recommendations in respect of the particular public authorities, required for the development, improvement, modernisation and reforms under this provision of the informed citizenry and transparency of information, which are vital to its functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
