GOVERNMENT IS RESPONSIBLE TO FOLLOW ARREARS CLEARANCE COMPAIGN AND DECIDE PENDING CASES OF THE EMPLOYEES, DEMANDING THEIR RIGHTS AND ENTITLEMENTS SINCE THE LONG, FOR WHICH THE PAY COMMISSION RECOMMENDATIONS ALREADY ISSUED ON (3-1-2022).

Himachal Pradesh Government creating delay and dereliction of duty by way of impartiality and standard less working of the work and conduct by the public authorities and the Public information officers as well as the designated officers of the departments responsible for accuracy and reports and returns of the related communication maintained by the government,as working for the welfare of society and circle and doing the needful under law code manual.It is particularly mentioned here that cases related to pensionary benefits,pay fixation and other pending emoluments pending finalisation over several years are yet to be paid by the government to the retirees and also to the employees on duty however the departments must report this liability for the payments to government under the provision of monthly statement of cases pending finalisation over for 3 months as due w.e.f.pay Commission recommendations issued by the department of Finance in this behalf but nothing concrete has been done so far in the matter and all such reports and returns are lying pending with the various departments. The weekly arrear statements which must be checked in the case of individual wise required for its accuracy to verify the correctness of the reasons for delay in their submission and immediate disposal of cases , along with the observations about the reasons for pendency and required steps taken to clear the pendency no action is being taken by the office and authority even the RTI and RTS act applications are wrongly interpretated by the PIOs and FAA, Even though the monthly statement of cases pending finalisation over 3 months is required to be submitted before the supervisiory officers to ensure the correctness, completeness, accuracy and timely submission of this statement and special attention and action on the captioned subject matter deliberation required to be bring such cases to the notice of the higher authorities found necessary in the interest of removal of pendency and instructions so issued by the government must be strictly adhered to but it is regretted for the wrong deal of cases even at the level of the Head of the offices ,which is highly objectionable matter of fact and concern to be noticed by the government.The essential data / information received through such reports and returns should be compiled and made available to the higher authorities so that the same is readily available whenever required for the prefix of law of limitations ,and arrears clearance compaign, taking a stock of all pending undecided work lying pending with the departments should be accumulated accordingly.
