GOVERNMENT SHOULD ALLOW SCIENTIFIC REMOVAL OF THE WATER BORNE AGGREGATES AFTER TAKING REASONABLE ROYALITY CHARGES FROM THE LOCAL PEOPLE OF AREA .

The government of Himachal Pradesh and the department of the Industries (Mining) should allow mechanical mining without scrap and give concession to the local people of area by charging reasonable Royalty rates of the mineral materials like boulders ,sand and water borne aggregates for which the government is responsible to protect the fundamental rights of the common man demanding concession in mineral policy of the state government where in the Industry owners (Crushers ) are allowed for the collection of mining materials however the general public is debarred from the right of local mechanical mining after paying the reasonable royality charges to the department of Industries.On the other hand the matter was brought to the notice of honourable High court of HP Shimla for doing the needful as the contractors are not finishing the M-Form ,as required to produce before the department while the final payment demanded from the department of Construction ie Public Works , Irrigation and public Health and the Panchayati Raj and Forest and Conservation etc etc.A number of RTI applications have been furnished before the department of Industries and other Concerned however no facts findings reports furnished by the construction agencies and the contractors are supplying mining materials to the Panchayati Raj Department without any payment of royality to the Industries department which is highly objectionable matter of fact and concern to be verified by the Director of the Industries responsible for the verification of such irregularities pointed by the RTI activists, volunteers and the Resource persons working for the good governance and accountability and transparency in the administration,more so the local rate of the mining materials arrived at fifty percent of the rate paid to the out siders bringing the mining materials from the registered Crusher holders from out side the district boundaries and paying the very higher transportation charges to the Transporters .It is particularly mentioned here that the mechanical scrapping of the mining materials like boulders,sand and water borne aggregates has been suggested a scientific removal of the such arrival and produce which is a regular process of the floods and silting solution after the rains.
