(HOD) OF THE RURAL DEVELOPMENT SHOULD PROVIDE SPECIALIST LITERATURE AUTHENTICATED WITH THE DESIGN RULES, AND APPLICABLE TO THE ALL STRUCTURES DESIGNED BY ANY METHOD.

RTI welfare Association Registered number HPCD 3552 , Bilaspur Himachal Pradesh taking cognizance of the Social audit where required necessary by the community people demanding their genuine rights and entitlements under law code manual prefixed by the constitution of India in this behalf.It is particularly mentioned here that the department of the Panchayati Raj Department and Rural development ignoring the fundamentals of design requirements, Recommendations as well as the Rules for implementation published in the working programmes and literature for the specified work and infrastructure related to the structural development and strength as per provision made by the code and specifications.It is also noticed during the course of social audit by the Society and Association that no completion certificates are issued by the department of Panchayati Raj and various schemes and works are kept incomplete because of the deviation and excess expenditure occured for which no revised DPRs prepared by the department which is highly objectionable matter of fact and concern to be noticed by the government however incomplete works remaining incomplete and no codal formalities accomplished by the department.As for the discrepancies noticed by the RTI welfare Association are concerned no thorough verification of facts placed on the records of the District Administration and the Programme officer cum BDO Concerned taking observation even written notes prepared for the improvement of such irregularities noticed by the RTI welfare Association.As for as the Social audit is concerned it is an awareness drive and building the participation of the community people in order to discuss the findings of the social audit with the people and the official however non compliance is a practice of the department responsible for the good governance and accountability. As for as the RTI evaluation and it's implementation is required to improve the shortcomings of the department and pertinent to the notice taken by the social audit report the programme officer has been declared responsible to provide the information as pointed out by the RTI welfare Association/Group however correspondence made by the group activities are kept pending and no cognizance taken for the improvement of the work and conduct of the schematic design and scope for which the HOD and the department of the RDD is responsible to issue related literature (Specialist) recommendations and pertinent to the general requirements grouped together with the design rules which are generally applicable to the all structures designed by the any method.
