FINANCE COMMISSIONER SHOULD NOT IGNORE THE FACTS PLACED ON THE RECORD BY EACH STATE GOVERNMENT UNDER REVENUE DEFICIT GRANT ALLOCATIONS AND DENIAL, WITHOUT REEXAMINE OF THEIR REPRESENTATION

Recently the state government of Himachal pradesh has been included in the Revenue Deficit Grant denial for the future course of funding for the federal structure work and value, even though it is very difficult for the hilly state to pull on without this Grant of the Central Government working in harmony, and too responsible to coordinate being indeed cooperative federalism but the finance Commission's recommendations becoming problem on the captioned issue but the actual idea is clear, if the same party governs both the state and the Center there would be no such problem and the development will move faster than other states where in the case of the Bihar state Government is very clear on the captioned subject matter deliberation required to be noticed by the appropriate authorities in this behalf taken at face value and it could not be considered in equal measure for the all where it is necessary to follow facts related to the fiduciary disclosure of each state , so that no state government may face problem because of the unexceptional decision making for all even different value and problems of each state require due consideration and assessment of the parameters for development flow in the coming future of routine deeper implications preferetially different to states governed by the same party and the isolated one for the other political parties. The Constitution of our country don't envisage a system where state governments depends on the good will, gesture of the ruling party working at the centre, it creates a federal structure in which the Union and the states are parteners within their respective area and spheres.
