The policy and programmes and their implementation working for the welfare of public in the federal structure of democracy has no clear vision and decision-making and the entire policies and programmes are having both ways directives by the Government of India and the state Governments, where in issues like old pension scheme and the Revenue deficit grant are lagging behind for correct safeguard and compromise institutional guardrails, required for the credibility. Keeping in view the above situation and position of our democracy by the people to the people and for the people, we are living in the society of union of states and a federal structure of the good governance and charter of public accountability and the states are primarily organised as linguistic states with different mother tongues where the 1961 census reported 1652 mother tongues, and the 1971 census had a list of 108 languages plus another classification called others, where as the 2011 census had listed 1369 mother tongues and 121 languages ,however no one ever asked in the Parliament why 283 mother tongues disappeared during the half century between 1961 and 2011 . The census required to be carried out in 2021 is now on the horizon, and it will be completed in 2027 . The questions to be asked do not include any on OBCs and DNTs. With regard to language-related questions there is a strange rider attached: If a language community does not have more than 10000 speakers, its name will not be published in the census reports. This has no scientific basis. No linguist has ever argued or even remotely suggested that for a language to be a language it must have minimum number of speakers. Besides the distinction between mother tongue and language that the census uses defies logic. It is unfortunate that in the past these criteria were applied while processing the language-related data in the census. India has an age-old tradition of language diversity, and no government should fear the magnitude of such diversity. Added to the census practice in the past the current government has initiated another absurd project in relation to the language diversity. Keeping in view the past performance and history of mother tongues and language-related another classifications it is particularly mentioned here that Former Member of the Parliament Late Shri Narain Chand Prasher from the Hamirpur Parliamentary constituency always tried his levels best to promote " Pahari" in the state of Himachal Pradesh and Country for the welfare of people of Pahari areas and culture for the families classified into various linguistic Bhasa samiti civilisation for the local community communities and facilitation for the welfare of general public and always tried for the possible extent to speak in the Pahari bhasa, where in the said Pahari bhasa samiti which was also served by our father late Shri Ganga Ram Guleria Former president Gram Panchayat Gandhir District Bilaspur Himachal Pradesh along with Shri N.C Prasher Former M.P Hamirpur parliamentary constituency has no recognition now a days and it seems that the Pahari bhasa samiti has been disappeared and dissolved by the present government initiating the language and caste related questions and classifications for the promotion of the human language arts and qualifications:-- Er Fateh Chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number 9459334377
