GOVERNMENT IS RESPONSIBLE TO PREPARE THE STANDARD PLANS AND MAINTENANCE OF EXISTING AND NON -IDENTIFIED FACILITIES OF THE PUBLIC WELFARE

The state government of Himachal Pradesh facing problem because of financial crises due to Revenue deficit grant, withheld by the Government of India and now the government of state taking reduction of salary and other emoluments of the employees and pensioners for improving financial shortage of the funds, even though it is against the natural justice required for the strengthening of the grass roots democracy through financial discipline and there is a need of the time towards moral duty and action oriented for the responsive model of governance by the state in access to approach emphasises on ethical work and conduct, responsiveness to the real needs and outcome of the government functioning in this situation of the system for practice of hurried and target driven expenditure for the annual monitoring and end of gaining the political milage in such conditioning of the development works and vanity where it is necessary to better use the resources and take cognisance of the checks and balances, required for the good governance and accountability and also to fulfill the promises of the general public assured by the government to people during the past three years but there is no outcome based functioning of the government required for this achievement of the practical regime , where it is necessary to follow standard plans and strict compliance of the design &scope and sanctioned limits approved for the original schemes and projects as well as maintenance of existing or non identified works taken in hand with liability for the certificate of utilisation.
