STATE GOVERNMENT OF HIMACHAL PRADESH REQUESTED TO PROTECT THE FUNDAMENTAL RIGHTS OF CITIZENS OF SOCIETY AND COUNTRY AND ISSUE APPOINTMENT OF SIC AND SCIC IN THE COMMISSION
Time has come to develop leadership for the welfare of society and circle under the encouraging ideas related to access to information and removal of corruption in the system generated by the sustainable commitments of constitution of India where civil society people and young professionals must do needful in the interest of justice to common man living in the society and circle and depending upon their awareness and shaping the future of country for challenging the things under law code manual prefixed by the Constitution of India in this behalf but the ongoing system is reluctant to face the problems of the civil society members and professionals even the empowerment of the Right to Information and the charter of public accountability developing prestigious inspiring recognition for their safety and security under law and there is no reason to ignore the working of the true democracy of our society and country maintained at the grassroots level by the people of middle class citizens, depending upon the pivotal role of public authorities making the right of a citizen to information a reality and the said Act casts specific duties on the published authorities and make him liable for fiduciary disclosure of information under law code manual prefixed by the Constitution of India in this behalf or face the penalty in case of default, but it is regretted to point the position of Government responsible for under rules obligation under sub section (3) of section 12 and taking no cognisance for the appointment of the SIC and SCIC in the state of Himachal Pradesh and general public facing problems because of the defunct status of the State Information Commission, since long. Said delay and dereliction of duty at the level of appropriate government is definitely acting against the natural justice and against the wishes of the common man demanding free and fair justice from the system of governance however there is no Commissioner for the purpose to secure information as a matter of right, even the Indian Parliament enacted the Right to Information Act, 2005 and this law is very comprehensive and covers almost all matters of governance and definitely has a wide reach, being applicable to Government at all levels-- Union, State and local as well as to the recipients of substantial government funds:--- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number 9459334377
