GOI AND THE STATE GOVT ARE JOINTLY RESPONSIBLE TO PROVIDE RTI INFORMATION IN THE CASES OF FUNDING FOR DEVELOPMENT ISSUED BY THE CENTRAL SPONSOR ED SCHEMES:-- The government of India working for the welfare of people are reluctant to provide informations related to the jointly sponsored schemes for which funds are too issued by the GOI like Mahatma Gandhi rural employment guarantee scheme and the PMGSY ,the HUDCO, the human resources management and the housing and urban development department as well as the social welfare department etc etc.The state governments are on the other hand quarterly submitting all progress reports of the said works to the GOI and the PMO online since the long but it is regretted to point out the RTI compliance at the level of GOI and in the contrary the cases are returned back to the applicants instead of referring under section 6 (3) to the concerned.state government which is highly objectionable matter of fact and concern to be verified and monitored by the study of impact assessment realised by the department of DOPT responsible to follow the instructions of the RTI act publications and further acknowledgements on behalf of the GOI particularly mentioned in the departments like RDD, Urban development, housing,ministry of corporate affairs,local bodies , Social welfare department and highways, PMGSY etc.It is also pointed out that the GOI has issued various schemes to fulfill the requirements of the Poor's of the rural and urban areas including the slum dwellers as envisaged in housing for all by way and virtue of which necessary informations related to the citizens of this country.could not be ignored and denied to the RTI activists in the interest of justice and transparency in the administration for which both of the governments may be held responsible if keeping secrets under the RTI act publications asked by the study of impact assessment realised by the charter of public accountability and asked by the RTI applicants to look into the performance as challenging the emerging issues before the public authorities in this behalf
