The Head of the departments are required to appoint the respective PIOs and the FAA under their control of the offices .Further more the Head of the offices may appoint their designated posts for work on the position with orders and capable to hold the post of PIO and FAA as well as the APIO to deal with the RTI routine working as laid under section 5(1) of the RTI act publications .At the levels of the government the Chief Secretary of the state is responsible to appoint the PIOs and the FAA as well as the APIOs and further by name orders are required to be issued by the departmental secretaries in this behalf to issue directions to the subordinate staff working under the control of the department concerned.The complaints and the RTI as received from the Hon'ble Governor as well as the Chief Minister may be referred to the HOD through the Secretary of the department has become a routine practice of the working so it could not be ignored by the study of impact assessment realised by the government for which the secretary of the department concerned is only responsible to issue necessary directions and instructions for the further action as deemed necessary in each and every case of the complainant as well as the monitoring and reporting of the RTI applications required to be referred under section 6 (3) of the provision made .It has been generally noticed that all the notifications of the government are generally addressed to the all departmental Secretaries and the Head of the departments as well as the respective Deputy commissioner s so applicants may prefer the RTI applications to the upper level of the administrative reforms being fundamental right to enquire into the matter and raise necessary queries as per his request and the demand under public utilities which has not been resolved by the lower level offices of the department concerned
