CONTRIBUTON FOR THE PROMOTION OF RTI ACT BY DIGNITARIES WORKING FOR THE WELFARE OF SOCIETY AND THE CIRCLE:-- The RTI act 2005 has been issued by the government for transparency in the administration and removal of the corruption as well as the charter of public accountability.The people are taking benefits of the act ibid however reluctant to follow the prescription made for its promotion and wellness by way and virtue of which workshop and training camps are required to be arranged by the government or by the society and circle for which some of the groups are working on the digital platforms due to covid-19 at the present conditions and circumstances of the position because of the lock down period as still continued .It is particularly mentioned here that some of the dignified persons have worked for the promotion of RTI act in the capacity of individual or as the group leaders for which it is necessary to protect the movement of their contribution to the society and circle description made and narrated .Shri Ramol ji from paonta Sahib has created a group activities and promoted to the status of RTI federation along with some of the senior members like Er Kainth ji ,Khatri ji, and Sareen ji and Gupta ji however activists under the provision of RTI act publications have been empowered by Shri CS Choudhry ji as activist-of the area and federation
In addition to above contribution of the promotion of RTI act publications Shri Arvind Goyal ji working for the press communication has always maintained the dignity of all activists and lot for the promotion of RTI act publications and still contributing for the good governance of the society and circle all over the state . Former CIC Shri Bhim Sen Thakur ji have worked for the agenda of promotion a lot and now created Nagrik Prehri welfare society and circle Chamba in this behalf for which contribution of Shri YR Mahajan ji, Pathan ji , and Vashisth ji have started further processing of the society and circle .Shri Yeshpaul Singh ji from the Hamirpur zone and Shri Prem Singh ji from the Solan has also played a vital role in the promotion of RTI act publications inthe capacity of individual concerned In the Bilaspur zone of RTI foundation and wellness drive movement Dr Chaman Deep Guleria has worked alot for the representation of the RTI promotion and affiliation with the provision made for ongoing system of development under the RTI and still helping to the promotion of RTI act publications as well as the group movement representation for monitoring and evaluation of implementation of the society and circle.In addition to the above contribution of the members of state of HP the former CIC Shri Sailesh Gandhi ji have also created a group of activities from the Maharashtra for which Shri Vijay Kumbhar ji and some very senior members are also working for the promotion of RTI act publications during the lock down for awareness drive against the corruption
Shri Sanjay Kumar Shukla ji have worked alot for the welfare of society and circle by contributing for the service provider to common man demanding free and fair justice from the system of governance and developing the infrastructure in this behalf to improve the quality of RTI publication.In addition to the above mentioned contribution of the persons and dignitaries Shri Devinder Aggarwal from Chhatisgarh,Raj Mishra ji from the Rajsthan,Thakral ji and Wadhwa ji has also initiated.movement to work for the welfare of society and circle and also to promote the RTI act publications and representing the online programming of their respective areas . It is particularly mentioned here that Vibha Namdev from Haridwar Uttarakhand has contributed by way of booklet publication through electronic mail communication for the society and circle which has 192 pages and Anjali Bhardwaj has also worked on the captioned subject matter deliberation of RTI promotion by way of the press media operations as well as demand for charter of public accountability as required time to time as a reporter of the RTI organisation
The awareness drive as required for the welfare of society and circle has been contributed by the various groups and the organisations as well as the individuals for highlighting the RTI activities on the captioned subject for which more and more training programs and workshops are required to be arranged by the said groups and organisations in the coming days ahead failing which it is not possible to strengthen the democratic set up of India for which the actual work and conduct of the duty and function has been delivered by Shri Rahul Singh ji Working as the information commissioner from the state of Madhya Pradesh from where there is no complaint against the non compliance or the wrong interpretation of law code manual of the RTI and it is matter of fact and concern as well as pleasure to the citizens of the said state . MINUTES OF THE MEETING HELD ON 30-8-2020 AND PRESIDED OVER BY THE FORMER CIC :-- The meeting was very coordial and fruitful after welcome address the chief guest former CIC Shri Sailesh Gandhi ji started to address the problems raised by the individual concerned and every reply was given up to the satisfaction of the members . Shri Sailesh Gandhi ji also advised the members to work inthe comfortable atmosphere of the office attempt and exercise of the procedural hearings before the public authorities, however it was suggested to follow the norms and standards for observation and also to raise the under rule observation before the FAA and SIC if not satisfied with the working of the PIO concerned for which written complaints could also be furnished with the provision made and created for the implementation of the RTI act publications. In addition to the above mentioned discussion and expression of the chief guest former CIC Shri Sailesh Gandhi ji he also suggested the members of the online scheduled meeting regarding to work for the National compaign for online RTI hearings and raise the issue before the SIC regarding to take up the matter with competent higher authority so that necessary provision of the online programming be furnished at every level of the RTI hearings .Shri Sanjay Kumar Shukla ji raised the issue and matter of social auditing against the public authorities all over the country and suggested to follow RTI applications before the PIOs regarding to intimate the clarification about the penal action as well as the non compliance by the PIOs and reporting by the SIC to follow disciplinary action against such PIOs for which it has become general practice of the SICs to issue warning instead of to follow action of penalty as laid by the study of protocol mentioned in the RTI act publications.After satisfactory argument s from the key members of the meeting convened by the organisation of the National RTI forum and wellness group of activities the meeting was concluded with the vote of thanks to the Chief guest and all others for coordination with each other as working jointly all over the country due to covid-19 pandemic and would continue to go ahead with the online programming of the video conferencing till lockdown has not been removed by the government of India . UNEMPLOYMENT IS A MAJOR PROBLEM OF THE COUNTRY:-- The country is facing a major problem of the unemployment since long however due to covid-19 pandemic the said problem has increased more and more as people working have left their place of work and returned to their houses.Now the problem of livelihood has again compelled the persons those have returned to their houses to again join their jobs.The private sector institutions have started to work with the unlock status of the covid-19 for which they too requires the services of the skilled workers but the lockdown is still continued in the country and it is not easy to have reemployment under the conditions when there exists a lockdown in the country however a person can not be deprived of his livelihood more over people are living hand to mouth during the Corona pandemic Covid-19 impact continued as it is since the December 2019 More over how a physically fit person even over the age of 65 years could expected to live without his livelihood if he is not allowed to go out and work for the servival to live in the society and circle for which the government must review its decision

ON LINE WORKSHOP AND TRAINING FOR SKILL DEVELOPMENT OF TECHNIQUES UNDER RTI :-- A RTI workshop and training has been convened on 30 -8-2020 through video conferencing which has been presided over by Shri Sailesh Gandhi ji former CIC and seconded by Shri Sanjay Kumar Shukla ji for the morning and evening session
The meeting was attended about more than twenty five delegates and it was suggested to contribute for the RTI promotion and wellness drive of the awareness movement essentially required for the transparency in administration and removal of corruption from the society and circle as well as charter of public accountability however there should be no confrontation among the each other and Online meetings should be continued till the unlock status symbol has been declared inthe country for which all the groups working for the welfare of society and circle must arrange for the digital programming so that National compaign for the online hearings may succeed in the near future as the Corona virus still spreading all over the world wide by virtue of which general meetings could not be arranged till further orders of the government Accordingly it has been decided to go ahead with the digital programming and the video conferencing
It has also been decided to work on the social audit of public authorities and every state SIC be made responsible to reply on the issue and matter of social auditing.

REGARDING PERSONAL GRIEVANCES AND REDRESSAL ON THE DIGITAL PLATFORM:-- The meeting proposed for Online discussion on various issues and topics must have personal problems before the key members called for the guidance for resolving problems of the RTI members .The decision in the courts as well as too under the provision of RTI act are issued on the basis of documentary evidences and proof placed on the record .The arguments highlighted before the competent authority by the activists or too by the advocates are being considered by the court of law .No double that the SIC or CIC have been empowered under the code of civil procedure-1908 however there powers are restricted to follow the original application of the applicants by and virtue of which they could not be held responsible for the implementation of the administrative orders even though the FAA is responsible to implement the administrative reforms presented in this behalf of the duty and responsibility under prescribed manual of the confirmations related to the administrative reforms for which the government is responsible to initiate disciplinary action against the official. As such the courts and the administrative authorities are only responsible to protect the fundamental rights of the society and circle and the RTI act may be exercised by the citizens to get the informatory descriptions and details of the facts finding existing in the records of the public authorities. The final authority would remain the High court of state and the the Administrative head of the state government .The penal action on the grounds of delay and disciplinary action on the grounds of wrong interpretation of RTI act must have appropriate look and observation at the level of the SIC or CIC

EMPOWERMENT UNDER (RTI)

In fact application under RTI act -2005 is continuously empowering citizens of the country to take use and exercise of this fundamental right for the interest of individual society as well as circle but it is regretted to point the delay in decision of cases at the levels of PIO and FAA as well as the SIC and CIC even thought time limits are prescribed for considerations of the held proceedings but these are generally ignored at the every level of review and revision by decisive authority which is highly objectionable matter of suspect to be enquired by who and when as such and more over it has become general tendency of the departmental authorities not to exercise its powers and function delivered under section 18 to 20 even though an enquiry may be initiated on the reasonable grounds of unnecessary delay misleading the applicants releasing incorrect and incomplete information and access to information with in the time limit specified more so while taking cognisance of wrong interpretation of provision made regarding the enquiring into the cases processed by the lower forum of enquiry the act delivers the same powers as are vested in a civil court and trying a suit under the code of civil Procedure-1908 and during the course of enquiries of any complaint the CIC or the SIC may examine any record to which this Act applies and which is under the control of public authority and no such record may be with held from it on any grounds however it is regretted to point the action at the levels of SIC and CIC which is clear cut injustice with the Appellant for which separate complaint cell at higher level of the government is necessary or the SIC and CIC may follow revision of such cases processed under the code of Civil Procedure- 1908 failing which there is no implementation of the powers empowered as to function the cases in Appeal as well as penalties and how transparency in administration could be assured and granted when appeals are partly decided and provision of the code of Civil Procedure -1908 remained silent on the issue and matter even penalties and power to give notice of its decision including any right of Appeal to the complainant and the public authority has too been prescribed with the procedure under the Act ibid

RTI WORKSHOP AND TRAINING FOR SKILL DEVELOPMENT OF THE SYSTEM FOR GOVERNANCE AND ONLINE MEETINGS CALLED BY THE NATIONAL RTI FORUM:-- It has become necessitated necessity of the time and hours to join hands with the National RTI forum and groups of the society and circle working on the promotion of RTI act publications .Due to Covid-19 pandemic the routine working and activities of the organisation of RTI act has been paralysed and the government has started Online hearings in the courts as well as the SIC and CIC . Accordingly the members of the RTI promotion committee working for the welfare of society and circle have also decided to work for the agenda of discussion with the help of digital programming assured by the study of protocol mentioned as in the decision of supreme court of India by way and virtue of which the RTI forum and wellness drive movement of the states have joined hands with each other and arranging the Online meetings for the past two months .As such the group of activists working from States of Maharashtra, Rajasthan,HP ,UP ,Bihar, Chhattisgarh Punjab and Haryana are discussing their problems and solutions required to resolve the problems . Shri Sailesh Gandhi ji former CIC and Shri Bhim Sen Thakur ji former CIC has taken keen interest in the awareness drive against the system of governance for which Shri Sanjay Kumar Shukla ji ,Shri Devinder Aggarwal from the state of Chhattisgarh and Shri Mahavir Parik from the Rajsthan has decided to start with the National compaign for online hearings and the social audit of public authorities .As such the meeting convened on 30-8-2020 at 4 -30 pm will be presided over by Shri Sailesh Gandhi ji former CIC and seconded by Shri Sanjay Kumar Shukla ji so the all active members are requested to prepare for the agenda of discussion and participate in the interest of welfare of society and circle

The working schedule of the SIC and CIC is similar as in the cases of the courts but the Commission's are working just like the office under government control and guidelines to serve the duty and function like office manual prefixed in this behalf of the duty charter by the study of protocol mentioned as in the office manual issued by the government of each state as well as the GOI . AWARENESS DRIVE FOR RTI PROMOTION AND WELLNESS GROUP ACTIVATION OF THE MEMBERS IS THE FUNCTION OF DIGITAL MEETINGS :-- The digital programming of the RTI promotion and wellness drive continued during the lock down period for awareness drive of the new era entrants joining the discussion and meetings is the main objective of the National RTI groups working for the welfare of society and circle in this behalf since the lock down as such the local gathering of the public has been denied by the government of India and the state government so it has been decided by the RTI federation of RTI activists that Online meetings should be arranged by the RTI organisation In accordingly the members of RTI activists working in the federation of organization have hold discussion with the former CIC Shri Sailesh Gandhi ji and Shri Bhim Sen Thakur ji to preside over the meetings for which the full cooperation has been given by the above mentioned key members of the RTI act publications .The ongoing system of digital programming has further been joined with the groups of National RTI forum , and the RTI Press Clubb of India as well as the Maharashtra RTI activists federation working for the welfare of society and circle in this behalf and a good digital programming has been continuously delivered to the members joining the discussion and meetings scheduled for the agenda of RTI promotion and wellness drive

Now the government of HP has decided to remove ration subsidy of the APL families on optional basis of the demand under public utilities however the central government has always released full quota of wheat and rice to the state as per the schedule under demand raised by the state of HP so there is no logic to remove ration subcidy of the APL families

(IGP) ZAIDI SEEKING PERMISSION TO USE COMPUTER IN THE JAIL TO PREPARE HIS CASE NOTES:-- (IGP) Zaidi has submitted two number applications seeking permission to use computer inthe jail office to prepare his case notes and demanded better class facilities in the prison. He further stated that due to covid-19 pandemic lockdown he could not meet his counsel and demanded use of computer in the Jail office for three hours a week. The Jail Superintendent has dismissed his application citing security reasons and stated that no such provision exists in the Jail manuals and the hand written notes can be sent outside the jail following the due procedure and discuss his case through e- Mulakat and talk over the phone with his advocate. In addition to above the (IGP) Zaidi under suspension has stated that he is entitled for"B"class facilities in the jail and he.should be allowed. As such a special court has issued notice to the CBI on above mentioned two number applications moved by the (IGP) Zaidi.

India has recognised with permanent membership of (FSI) the apex body for the international winter sports athletes

INDIA BECOME PERMANENT MEMBER OF THE INTERNATIONAL (SKI) FEDERATION:--Ski and the snow board of India has taken permanent recognition with the (FSI) the apex body for the international winter sports has made this confirmation with one vote at the international ski congress .It will help especially the winter sports athletes of the country to improve their skills and experience as well as the game plan for compete with the countries like America and some of the European and Asian countries where the winter games infrastructure is strong as compared to India so India has also decided to take permanent recognition of the ( FIS) to have better placement on the international plateform of the international ski federation as qualified in the international ski Congress for which the governing body of the winter sports in India has received it's letter of the Introductory placement issued by the FIS president and secretary genral to the ( SSI) for further information and arrangements of the winter sports activities being treated equally on international plateform as qualified for one vote in the ski congress.

It is a matter of fact and concern that NOTA has also been allowed and approved in the present system of democracy and voting to facilitate the citizens of India

WHERE THERE EXISTS ANY OPTION FOR THE REQUIRED BENEFITS IN FAVOUR OF THE CITIZENS/ EMPLOYEES THERE IS NO BAR :-- The fundamental rights issued to the citizens of this country are used and exercised as per the option of the concerned and eligibility criteria mentioned in the law and rules In accordingly the RTI has been declared as the fundamental right of the citizens but it is the preference and option of the concerned to follow and use and exercise the right and benefits of the empowerment delivered for the agenda of governance however it is the preference of the concerned to follow the instructions and guidelines issued for the provision made however in the case of vote to elect the government if people want to byecot the voting schedule they have right to prefer nota by virtue of which they have exercised their power to elect the government and the candidate as such the number of nota may also effect the results of the elections so it is up to the citizens to opt for the system issued for the welfare of society and circle and also to bring transparency in the administration and work for the agenda of the government as per their preference and choice / option required to be used and exercised at the place where the provision made by the government and there is no reason and logic to unnecessary compel any one to work and conduct against the interest of beneficiaries as such the interest of no one could be retrospective ly operated by reason of the retrospective operation of the rules as the constitution has been empowered to initiate the necessary suo moto cognizance in this behalf of the determination to ensure equitable relief measures up to the possible extent required to be maintained and protected by the study of protocol mentioned as in the law code and monitored with the provision made and guaranteed for the welfare of society and circle to recover the losses occured due to unusual practices of the management and administration for which penal action against the defaulters PIO and other concerned has been suggested how ever if higher authority don't verify the facts finding reports the matter may be brought to the notice of the High courts is also a provision under the law and the disciplinary action has also been suggested in addition to the penalty proposed for which the annual reporting of the all SIC and the CIC is proof however required action is supposed to be initiated by the activists working for the agenda of attached application processed before the PIO , FAA and the SIC or CIC in this behalf of the redressal of grievances.
