GOVERNMENT IS RESPONSIBLE TO FOLLOW PROBLEMS OF RURAL AREAS TOO, AS REQUIRED FOR THE NEED BASED CONSUMPTIONS AND PROBLEMS OF SANITARY WASTE MANAGEMENT FRAMEWORK UNDER SCIENTIFIC IMPACT OF INFRASTRUCTURE DEVELOPMENT CRITERIA FOR PROCESSING UNDER CODES FOR CONSIDERATION

At present the rural India in addition to urban areas, too is scarred by plastic , sanitary waste , pesticide container, e-waste and the debris of the packaged consumptions , where in a new , waste management frame work and law code manual found necessary for the rescue operation of required scientific processing for the environmental impact on the captioned subject. The solid waste management rules , 2026 , notified in supersession of 2016 Rules and brought into effect from, April 1 , 2026 are animated by a legitimate and urgent environmental purpose as necessary to seek and improve source segregation, regulate bulk waste,  scientific processing, and do needful under reduction of such intents required for the sound administrative design and reforms for the welfare of society and area covered under this framework of the design and scope of treaty power and federal balance, based on the captioned subject of environmental (Protection Act, 1986 ) under which these rules are framed, and enacted principally under article 253 of the Constitution of India, which empowers the parliament to implement international obligations, where in the 1972 stock holm declaration gives Parliament wide reach: even subjects touching , State or local domains-- land, water, public health, Agriculture, sanitation and a power meant to secure minimum national standards, under state competence, and centralise administration , but there is no follow up action plan at the levels of Rural area covered under such problems of the need based regulations and people are facing problems because of non performance of duty under administrative reforms organisation working for the good governance and accountability in this behalf of the demand under public utility and service for the management and monitoring and people are compelled to follow Court of law, without any reason , but the administration taking no cognisance of the time to time issued guidelines and instructions for the improvement of environmental science and impact on the area and circle:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377
