RTI AND THE RTS ACT FOR USE OF PUBLIC OPINION BECOMING HELPLESS TO THE PUBLIC OPINION FOR THE LAST ABOUT ONE YEAR, AS SUCH THERE IS NO MONITORING AND REPORTING ON THE CAPTIONED SUBJECT
No doubt the Right to Information Act, 2005 and the RTS helping in finding delay and dereliction of duty at public authority level but the public authorities are taking no cognisance of the accuracy and correctness of the rule and law empowered for the welfare of general public and cases are kept pending without any solid reason of the such excuse, list by way and virtue of which it is becoming difficult to take benefits of the said Act related to access to information and the charter of public accountability and the state governments are taking no cognisance of the monitoring and reporting on captioned subject required for good governance and accountability in this behalf of the demand under public service guarantee, where now a days penal action required for implementation of the Act in positive direction has also been ignored by the respective state Governments and no disciplinary action is taken against the defaulters, even it is necessary for the good governance and accountability but there is no appropriate implementation of the Act. Further it is submitted in the matter that the state government of Himachal pradesh failed to follow Sub section (3) of Section 12 and the appointments of the respective SIC and SCIC kept pending in the state SIC since for the last about one years of duration and there is no follow up compliance of the Complaints and the Appeals under law and people are facing problems due to negligence of vision for the said appointment and appropriate authorities are also reluctant to do their duty under law code manual, where the leader of the opposition and the Respective Chief Minister are held responsible for this duty of the Constitution performance, however the Vidhan Sabha corridor also silent on the captioned subject matter deliberation required to be discussed on such remarkable points for the transparency and improvement of the administrative reforms, list by way and virtue of which the appropriate government time and requested for under rule obligation but nothing concrete has been done so for in the matter, even matter also processed before the honourable Supreme Court of India and the Respective High Court of Himachal pradesh for want of removal of pendency of cases in the routine duty by administration but no action has been taken in this behalf of the duty and responsibility by concerned authorities, definitely reflecting the mirror of the position and show for the transparent functioning of the administrative reforms organisation, working on such important decision making purposes of the public welfare and utility for the meaningful representation before the all three wings of the democracy by the people to the people and for the people, kept without any vision and intervention for the required proceedings before the appropriate Government:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377
