THE ROLE OF CIVIL SOCIETIES AND THE RTI ACTIVISTS AS WELL AS VOLUNTEERS AND RESOURCE PERSONS TAKING COGNISANCE OF THE RETENTION AND MAINTENANCE OF SPECIFIC DOCUMENTS AND DOING NEEDFUL, WHERE NECESSARY UNDER RTI LAW

The role of the civil society's people in the democracy of our country is more important, where they are also responsible to protect the fundamental rights of the citizen's charter for which the right to information empowered by the parliamentary democracy of our country, but it is regretted to point that very few people are taking cognisance of the said Act and conduct, related to the law code manual prefixed by the Constitution of India, in this behalf, however it is necessary to watch and ward the process created for laying down norms of performance for the major functions and required for monitoring as well as achievements , against those standards of the democracy for the people by the people and to the people. Detailing and describing the processes by which the general public can access and/or receive the goods and services that they are entitled to, from the public authorities/office, too describing the conditions, criteria and the priorities under which a person becomes eligible for the goods and the services and consequently the categories of people who are entitled to receive the goods and the services. Laying down individuals responsibility for providing the goods and services and implementation and responsible for the supervision. The powers of each officer including powers of supervision over subordinates involved in the chain of decision making, should be identified in the form of a flow chart explaining the rank /grade of the public functionaries, as related to the good governance and involved in the decision making process and the specific stages in the decision making hierarchy. On the other hand the political participation refers to the involvement in election related activities, such as attending campaign meetings and rallies, taking part in processions and participation in door to door canvassing, distributing election pamphlets and putting up their posters and sharing the campaign messages of political parties or candidates on platforms, working for their wining schedule for success in their vision power corridor. Keeping in view the difference of opinion, the civil society people must do their duty and follow transparency and accountability under law code manual prefixed by the Constitution of India in this behalf where the role of the RTI activists and volunteers carry more and more charities for any further review and revision of the documentary evidences and it is necessary for the good governance and charters of public accountability, so it is necessary to educate the citizens about the information/documents available to them and to provide printed publications to the citizens the categories of information that are frequently being sought under the RTI Act based on the RTI Rules, 2012 . 
Keeping in view the above records and documents and their need based necessitated necesdity for the transparency in administration required to compile in relation to fiduciary related disclosure of the retention and maintenance of the specific documents for specified duration public authorities are held too responsible in this behalf of the serving RTI applications under effective system to redress the grievances of affected persons for which the RTI welfare Association and groups are working to deal with the public welfare promptly and taking compliance of the access to information procedure and awareness required for the education of the demand under public service utility, which is more important under present circumstances of the professional Upgradation of strengthening implementation required to be challenged before the FAA and SIC or CIC as the case may be, failing which it is not possible to bring transparency and charter of citizens welfare Association, hence the role of our democracy too related to the monitoring and reporting, but it is regretted for the non compliance at higher levels of the government functions for which civil societies must come forward and do needful in the interest of justice to common man demanding free and fair justice from the system of governance and recommendations for the reforms and amendment to this Act or other legislation or common law or any other matter relevant for operationalizing the right to access information, which are vital to it's functioning and also to contain corruption and to hold Governments and their instrumentalities accountable to the governed:-- Er Fateh chand Guleria, Director RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal pradesh phone number, 9459334377
