OPTIONAL PRACTICAL TRAINING COMBINED WITH THE HIGHER EDUCATION REQUIRED IN THE FIELD OF EXPERTISE BY THE GOVERNMENT BETTER PLACED THAN CORRESPONDENCE COURSES (DEGREES, DIPLOMA, CERTIFICATES) , ALLOWED BY THE GOVERNMENT .

Optional practical training (OPT) combined with the strengthning of higher education in the field of Structural Engineering related to the civil engineering profession in the field of design works created for the skill development and training for the new era entrants joining the profession in the department of the HPPWD during the course of upgradation of posts prescribed by the law code manual prefixed by the department of Personnel in this behalf since 24-12-1981 ,1-9 -2010 and 3-12-2014 has no administrative reforms and approval even pay commission report again issued on 3-1-2022 is proof and evidence on the record of all concerned where in no adverse effects allowed against the classification of posts has been agreed by the government and Department of the Finance however Department of the HPPWD yet reluctant to decide the former cases of such options respond for the promotion vide number PBW -A-B (13) -37/95 dated 21-5-2004 is proof and evidence on the record of all concerned and the introduction too issued by the department of finance vide number Fin (PR) -B -7 -51/ 98 dated 16-8-2000 is proof and evidence however no due FR -22 released by the department of HPPWD even cases again over due for monthly statement of cases pending finalisation over 3 months as due on the basis of options sine 3-1-2022 .On the other hand the government is allowing many and many degrees and diploma as well as certificates issued through the correspondence course by the various universities and the institutions responsible for the practical courses and trainings for the experience required in the field of expertise .The government is responsible to decide former cases of the optional practical training related to the ACPS  and governed by the individual concerned under law code manual prefixed by the Constitution of India in this behalf being senior in rank and grade than other cadres joining the group activities with in the provison made by strengthning of the higher education required for the field of expertise.
