DEPARTMENT OF RDD TAKING NO COGNISANCE OF THE PREPARATION OF PROJECT ESTIMATES (MINOR WORKS) AND MGNREGS IS BEING POLITICISED, AS PER SOCIAL AUDIT OF THE DIFFERENT WORKS, PROCESSED UNDER PROTECTION OF WORK DONE IN GOOD FAITH IS PROOF AND EVIDENCE

Project estimates are based on three parts of the description made required so for (1) A report detailing scope of the work to be taken in hand by the construction agencies (2) Design and Specifications (3) Estimate giving detailed statement of measurements and quantity and a General abstract of cost is made however in some departments rates are based on plinth areas and the lump sump rates based on the cubic contents of the similar works, previously built, but estimates framed on the basis of analogies from existing works are not very reliable and before this method is adopted the correctness of the analogy should be carefully tested for selected description of the item of works. In particular analogies drawn from minor works should never be relied upon for the preparation of large projects. The total estimated cost should be given separately for each item of the work. Provision should be made in the estimates for all incidental expenditure which can be foreseen and must verify the following items where found necessary-- Cost of land, sheds for stores or hiring of godown, huntments for workmen and the pumping of water etc etc. Usual provision of five percent contingencies on the estimated cost of the work for unforeseen items should also be taken in the estimated cost of the works. It is particularly mentioned here that the department of RDD and panchayati raj taking no provision of the items of works verified at the site of work and in general one set of estimate is used for number of similar works and it is becoming difficult to bring transparency and accountability as required for the completion of work and accuracy of work proposed for the particular site of work and detailed drawings should not be ignored for the purpose of measurements like length , width and height of the proposed components of the description made for the items of works related to the project estimate and based on the design and scope of the said scheme /project for which it is necessary to bring accuracy and correctness in the field of execution of work:-- Er Fateh chand Guleria, RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh phone number, 9459334377
