NATIONAL HIGHWAY AUTHORITY OF INDIA MUST FOLLOW CODE FOR CONSIDERATION, WHILE CUTTING THE HILLS REQUIRED FOR THE EXTRA WIDTH OF THE FOUR-LANE HIGHWAYS, IN STATE OF HIMACHAL PRADESH
State Government of Himachal Pradesh has blamed the National Highway Authority of India with the charges and the manner in which said authority is increasing the existing road width to four lane standard and taking no cognisance of the slope for cutting required on the basis of classification of the soils and is a major concern of the hill cutting performance, made vertical and said unscientific feature of the vertical profile which may collapse and slide during the rains if the soil is poor in strength and not in position to maintain the required stability as per heights of the cutting fragile slopes maintained for the future course of re-evaluation of the design and scope of the cutting and consequently filling made on the valley side of the road width, where it is also necessary to protect the hill side and the valley side by way of providing the breast walls and the retaining walls, as the case may be. It is particularly mentioned here that on the four lane road infrastructure near the Ghumarwin town and bridge crossing for Shah Talai road and Hamirpur the department of public Works and the HPSEB Limited time and again requesting and writing to the National highway authority of India for protecting their office complex near the bridge site and do needful under code for consideration as such the PWD store building and the Office of the Executive Engineer HPSEB Limited Ghumarwin facing a threat for sliding , because of the vertical hill cutting profile maintained at that place of the building infrastructure of the department of HPPWD and the department of the HPSEB Limited, but yet no such arrangements have been made by the National highway authority of India, even today it is seen there at the site of said building infrastructure that foot path steps made by the office and the authorities using this way of the office and residential complex have collapsed during the rains and now it is becoming difficult for the common man to take opportunity of this short cut path and approach made for the use of general public coming and going to villages and the official areas maintained further for the police department, and other departments like Agriculture and the horticulture as well as other concerned residing in said locality of the village Baddu. Keeping in view the above situation and position of the foot path steps, it is very clear that the National highway authority of India must protect the foot paths and approach roads so bifurcated from the four lane highways right from Kiratpur to Manali and also on the Shimla Hamirpur under construction for the Kangra valley. The National highway authority of India should follow the guidelines and instructions on the captioned subject of hill road constructions and do needful for this object of the demand under public utility, as facing such problems even for the Government sector of the state , comprising major offices of the Tehsil level task force and technocrats residing there for the safe and sound system of ecological balance and construction of the ongoing development infrastructure, noticed by the all concerned, in this behalf of the protection for the life and liberty of all human beings:-- Er Fateh chand Guleria, Director, RTI welfare Association registered number HPCD, 3552 , Bilaspur Himachal Pradesh, phone number, 9459334377
