STRENGTHENING OF RTI AND THE RTS BECOMING A NEED OF THE TIME AND HOUR FOR WHICH RTI WELFARE ASSOCIATION REGISTERED NUMBER HPCD, 3552 DOING NECESSARY PROGRAMME IN (MINJAR MELA) CHAMBA
In the present system of our democracy working for the common man in India the provision of RTI and the RTS has been made by the parliamentary democracy, working for the welfare of all in the living society and circle and for which the MP and MLA level representatives of the democracy already empowered for this empowerment to have needful under the provision made in the house for discussion and questions before the governance delivered by the system of administration and the administrative reforms organisation where all are treated in equal platform of the democracy for the people to the people and by the people, list by way and virtue of which it is also necessary to strengthen the system of access to information for setting out the practical regime of right to information for citizens under the control of the public authorities, in order to promote transparency and accountability in the working of every public authority, where the top level representation of the country and the bureaucracy already taking benefits of this empowerment under their high profile rights to address main function of the legislature, so required to enact laws for appropriation of money from the consolidated fund of the state and also to oversea the executive functioning of the state by virtue of the provisions of Article 164(2) which makes the Council of Ministers collectively responsible to the legislature and the state legislature passes laws presented in the form of Bills, which after receiving the ascent of the Governor or the President of India, if it is reserved for his consideration and receives his assent is notifies and takes the form of an Act. So keeping in view the empowerment and rights delivered by the parliamentary democracy of our country to the people of country, the constitutional position is very clear under Article 19(1) of the Constitution of India, which provides that all citizens shall have the right to freedom of speech and expression;to assemble peaceably and without arms, to form associations or unions, to move freely throughout the territory of India, to reside and settle in any part of the territory of India and to practice any profession or to carry on any profession, however rights of the Government servants as citizens of India are subject to the reasonable restrictions as may be imposed by the Government from time to time.
